Orochimaru felt a little disappointed, but he could understand the Raikage's reasoning. In fact, as the leader of a village, this was the right decision.

Inside the sealing space, the Eight-Tails seemed rather stiff. It took him a long while to answer. "B, if possible, you'd better not go up against Genkyo."
As he spoke, a faint bead of cold sweat trickled down the Eight-Tails' forehead at his own suspicions. He hoped he was wrong. Logically speaking, his guess shouldn't have been possible, either.
Just as they were about to leave the boundary, Uchiha Gen suddenly asked the Raikage, "The fight's over now, right?"
"...Yeah." The Raikage paused briefly, sounding irritated. He had just been planning to use this matter to make things difficult for Uchiha Gen and squeeze some benefits out of him.
Meanwhile, Konoha had finalized its support team: Kakashi, Jiraiya, Shibi Aburame, Yamato, Shizune, Naruto Uzumaki, and Sasuke Uchiha...
As for why Sasuke was included, it was all because Naruto couldn't keep his big mouth shut. A little goading from Sasuke had been enough to make him spill everything. Rather than let Sasuke find some way to sneak out, they might as well bring him along and keep him under their noses.
