Background / History
Following the Nine-Tails’ attack, Hiruzen reached the sealing site after Minato Namikaze and Kushina Uzumaki died. He recovered the newborn Naruto, ordered assistance for the village’s refugees, and resumed the Hokage position shortly afterward 1.
When Danzō demanded custody of Naruto to turn him into a weapon, Hiruzen refused, declaring that Minato’s son would inherit the Will of Fire. He also claimed he would personally seal the Nine-Tails should it ever break free 1.
Hiruzen concealed Naruto’s parentage to prevent Minato’s enemies from targeting him, but did not publicly dispel the village rumor that Naruto was the Nine-Tails. He instead placed Anbu agents around the child 1. By Naruto’s early childhood, Hiruzen had arranged a house and monthly allowance for him after he left the orphanage 1.
As Naruto’s Uzumaki bloodline awakened, Hiruzen increased surveillance and sought to bind him more tightly to Konoha by placing him among the heirs of major clans at the Ninja Academy. His internal reasoning frames Naruto’s power as an asset to be controlled for his future plans 4.

Personality

Privately, he is calculating and controlling. He monitors Naruto continuously, intends to cultivate the boy’s attachment to the village so that he can be managed more easily, and views the jinchūriki’s awakened Uzumaki abilities as strategically valuable 3 4. Jiraiya describes him as a leader whose heart was eroded by power, while Konoha’s younger generation largely regards him as the village’s strongest and kindest Hokage due to official propaganda and his public conduct 25.
Hiruzen remains willing to assert authority over Danzō when Konoha is endangered. After learning of Danzō’s involvement with Hanzō and the threat posed by Pain, he orders Danzō to release the curse on half of Root and transfer those operatives into the Anbu 33 34.
