Service in Konoha

During his tenure as Fourth Hokage, Minato Namikaze mentored Shisui and arranged for him to join the Anbu. This was part of Minato's effort to reduce the Uchiha Clan's dissatisfaction with the village 32.

Shisui later monitored Naruto under Hiruzen Sarutobi's orders. He witnessed Naruto's mistreatment and wanted to help, but his assignments and the Third's instructions prevented him from intervening. He did not know Naruto was Minato's son 25.

Attempt to Prevent the Uchiha Rebellion

After awakening Kotoamatsukami, Shisui hoped to avert conflict by altering Fugaku Uchiha's thoughts and stopping the planned rebellion. He disclosed his ability and proposal to the village leadership 23.

Danzō subsequently consulted Hiruzen and the two advisors, who agreed to annihilate the Uchiha Clan instead.
