After Soul Beasts vanish across the continent, Bibi Dong has Martial Soul Hall investigate the crisis. Once the intelligence department confirms that no Soul Beasts remain in any known habitat and no new ones are awakening, she begins preparing an institutional response. 7

Although Martial Soul Hall’s public proclamation initially describes the Soul Beasts as mysteriously vanished, Bibi Dong later informs the continent’s leading scholars that they are extinct. She establishes the Soul Master Creation Institute, appoints Elder Yun Shuo as chief, commits three million Gold Soul Coins in annual funding, and orders the Institute to find a replacement for Soul Beast-derived rings. 8 12 13

When the Institute cannot resolve the fundamental structure of self-condensed rings, Bibi Dong personally seeks Yu Xiaogang’s assistance.
