History
Amazon Lily campaign
After Boa Hancock defeated Rear Admiral Strawberry while avenging Fisher Tiger, Marine Headquarters issued bounties and arrest warrants for the entire Kuja Pirates crew. Intelligence later identified Amazon Lily as the crew's base after tracking its movements through the Calm Belt. 10
Fleet Admiral Sengoku decided that recruiting Hancock as a Warlord of the Sea was preferable to a prolonged conflict. He dispatched Vice Admiral Aokiji and a Marine fleet toward Amazon Lily, initially granting Strawberry three days to secure Hancock's acceptance. 10
Aokiji later led nine warships into the Calm Belt and froze hundreds of miles of sea to immobilize the Kuja ship and establish a battlefield favorable to the Marines. Norse melted the frozen battlefield and destroyed Marine warships, forcing the operation into failure. 14 16
Escalation against Norse
Marine Headquarters initially issued Norse an inaccurate wanted poster with a bounty of only 100 Berries and an image that did not resemble him, causing other pirates to underestimate him. 29
Following Norse's victory over Aokiji, his bounty rose to 1 billion Berries. Headquarters then sent Zephyr to recruit him directly into the Marines at admiral rank, but Norse refused and severed part of Zephyr's arm in their ensuing fight; the bounty subsequently rose to 1.2 billion Berries. 23 25 44
After Kizaru and Akainu were defeated or severely injured during another attempt to confront Norse, Marine Headquarters and the World Government classified him as an extremely dangerous great pirate and raised his bounty to 1.5 billion Berries. East Blue hostage operation
Marine Headquarters later mobilized approximately one hundred warships, Sea-Prism Stone weapons, war machines, and Kizaru to capture Hancock. Its plan was to use her as leverage and summon Norse to a major battle where the Kuja Pirates could be eliminated. 87 88
The operation ended when Shanks intervened with the World Government's approval and secured Hancock's release in exchange for guaranteeing that Norse would not disrupt Marine order without cause. 89
Alabasta and New World negotiations
When Marine Headquarters learned that Pluton might exist in Alabasta and that Norse was present, Sengoku and Garp personally led a response force to the kingdom. 103
Sengoku later negotiated with Norse over half of the Poneglyph containing Pluton's blueprint. In exchange, Norse sought permission for the Kuja Pirates to enter the New World rather than clash with Marine forces. 109
At Norse and Hancock's wedding, Marine Headquarters sent senior representatives and presented Norse with a Devil Fruit. It later prepared an agreement allowing every member of Norse's crew to freely enter and leave the New World. 147 148
Later operations
After Norse's sea-restaurant gathering, Marine Headquarters resumed enforcement against pirates who had entered the New World without authorization. Kizaru pursued and killed the captain of the Hornet Pirates during one such operation. 150
