The most suitable place for a Storm Domain was the sea, because the ocean was flat enough. Plains came next, because they provided an environment capable of generating sufficient convection. Mountainous terrain was the worst, but there was no helping it. Dole needed the plains to build a city; that was his obligation to Wasen Fort.
So he could only settle for the next best thing and simulate a storm in the mountains. Otherwise, if he had simulated it on the wasteland, he would have succeeded long ago.
