Background / History

The Rune Council was conceived during the Troll tribe's early political reforms as the institution that would guide the tribe while a future House of Commons was prepared. It was intended to exercise broad authority through specialized committees in legislation, justice, diplomacy, military affairs, policy, and other fields. In practice, the early population shortage left many committees largely nominal. 32

Its original membership reflected the witch doctors' dominance over tribal governance: formal witch doctors became senior councilors with decision-making authority, while witch doctor apprentices became probationary councilors who could propose motions, observe proceedings, and help execute decisions. 32

Following a chaotic popular vote, all Trolls above subadult age endorsed the Rune Assembly, giving the institution formal legal legitimacy and beginning a proposed two-hundred-year period of political tutelage centered on the council. 35

The House of Commons plan was ultimately abandoned after prolonged delays, while the Rune Council's term system never took practical effect because witch doctors remained too scarce to replace. 32 33

Membership and Eligibility

The council was originally composed wholly of witch doctors, with spellcasters eventually expected to enter it as planners of the Republic's overall course and research workers rather than direct administrators. 173 237

During the Black Forest's consolidation, the council gained former witch doctors from annexed tribes. By the period after national unification, fifty-two outside witch doctors and nearly twenty others trained through successive expansions had brought the Republic to seventy-one existing spellcasters. 249

Later reforms ended automatic membership for witch doctors. Council candidates were required to meet both merit and learning standards:

• Merit requirement — At least a Fourth-Class Great River Medal. 268
