Background / History

Luo Meiyue is Luo Bingyi's daughter and the deputy director of the Northern Institute Research Center. Before Hong Mo's awakening caused a security crisis, she was preparing a new R Prime Blood Serum and had ordered that her experiment not be disturbed. She was irritated when the emergency interrupted her work and initially showed no interest in the pursuit operation. 17

After learning that Hong Mo had been declared dead before arriving at the institute, Luo Meiyue argued that treating him as an enemy had been a mistake. She reasoned that the institute had not caused his apparent death and ordered Han Nian's esper squad recalled so that the institute could negotiate instead. 20

She reviewed Hong Mo's records, contacted him through the institute's computer network, and offered cooperation: research access in return for the institute's information, facilities, and results concerning his abilities. Her warning that modern heavy weapons made immediate revenge against Mao Shaohui impractical convinced Hong Mo to accept the arrangement. 21 22

While taking Hong Mo to restorative fluid, Luo Meiyue was caught in an elevator sabotage attempt by invading special forces. Hong Mo cut his way out of the falling elevator and carried her to safety, but the abrupt stop left her unconscious and internally injured. 23 24

After recovering enough to move, she assessed that Hong Mo's repeated battles had exhausted his body's remaining potential. In Sub-Nest Six, her pupils briefly became vertical and icy; she suffered visible pain before claiming she felt “very good” and had experienced what it was like to be an esper. The cause and nature of this condition were not established. 25 26

Luo Meiyue later restored part of the institute's surveillance system, identifying the approaching special-forces team and helping Hong Mo assess its advanced equipment. She chose not to accompany him into battle and was subsequently captured by the soldiers as she left the institute. 27 28
