Background / History

Sengoku oversees Marine Headquarters as Fleet Admiral and maintains a long-standing, combative friendship with Vice Admiral Garp. When Garp reports that Roya learned to freely wield Conqueror’s Haki in only a little over three months, Sengoku is shocked but orders Garp to cultivate him carefully for the Marines’ next generation 4.

After Garp recommends Roya and tests his combat ability, Sengoku exceptionally promotes him from major to Marine Headquarters rear admiral. He immediately entrusts Roya with receiving the captured Portgas D. Ace from Marshall D. Teach and escorting him to Impel Down 7 8.

Roya’s defeat of Teach puts Sengoku in a political dilemma: although impressed, he orders the information concealed so the Marines can still exploit the Seven Warlords system during the escalating crisis surrounding Ace 13. Sengoku later relies on Roya for the sensitive assignment to summon Donquixote Doflamingo, having come to trust his strength and conduct under pressure 16.

When Roya arrests Doflamingo and Jack the Drought, Sengoku publicly challenges the decision because of the danger of provoking Kaido. Privately, however, he accepts the arrests as justified after Roya presents evidence of their Artificial Devil Fruit trade; Sengoku had deliberately refrained from stopping him while he lacked proof 24.

Kaido’s assault on Marine Headquarters forces Sengoku into battle alongside Garp. He uses his Buddha form against Kaido, but the Emperor emerges unharmed, leading Sengoku and Garp to recognize that their attacks are insufficient 28 29. After Roya defeats Kaido, Sengoku has him personally escort the captive Emperor to Impel Down, judging ordinary guards unable to prevent an escape 33.

Sengoku reports Kaido’s capture to Commander-in-Chief Kong and supports using the victory to strengthen Marine authority. The Marines subsequently create the unprecedented position of Fourth Admiral and appoint Roya to it 35 36 37.

Following Roya’s killing of Saint Charlos, Sengoku is forced to balance Marine interests against demands from Mary Geoise. He reprimands Roya for violating his duties as an admiral, but negotiates a temporary imprisonment in Impel Down rather than an immediate harsher punishment and promises to seek a solution 47. At the Five Elders’ council, he argues that Roya’s record and strength are indispensable for the coming war against Whitebeard, but the Elders rule that Roya must die for challenging Celestial Dragon authority 50.

Personality

Sengoku is a responsible commander whose decisions are shaped by both justice and the Marines’ strategic position. He recognizes the criminality of Doflamingo and Jack’s dealings, yet fears the consequences of antagonizing Kaido while the Marines prepare for Whitebeard 24.

He is pragmatic toward powerful subordinates. Sengoku promotes Roya rapidly, entrusts him with major operations, and accepts that conventional restraints are meaningless against him; during Roya’s transfer to Impel Down, Sengoku relies on Roya’s promise rather than escalating the situation with force 7 37 48.

Despite his strict manner, Sengoku values Roya and repeatedly attempts to protect him from the World Government’s punishment. His conflict with the Five Elders shows that he places military necessity and the Marines’ future above unquestioning compliance with Celestial Dragon authority 47 50.
