Doflamingo ruled Dressrosa while operating an illegal underworld enterprise. His organization sold weapons and manufactured Artificial Devil Fruits for Kaido’s Beasts Pirates; the Marines had suspected the arrangement but lacked proof before Roya seized a shipment at Dressrosa’s harbor. When Rear Admiral Roya arrived with a summons to Marine Headquarters, Doflamingo tried to recover his confiscated cargo by offering to comply in exchange for its return.
