Background / History

Doflamingo ruled Dressrosa while operating an illegal underworld enterprise. His organization sold weapons and manufactured Artificial Devil Fruits for Kaido’s Beasts Pirates; the Marines had suspected the arrangement but lacked proof before Roya seized a shipment at Dressrosa’s harbor. He also used Sugar’s Hobby-Hobby Fruit to turn Dressrosa’s citizens into toys. 17 18 24

When Rear Admiral Roya arrived with a summons to Marine Headquarters, Doflamingo tried to recover his confiscated cargo by offering to comply in exchange for its return. He recognized that Ace’s capture and the anticipated conflict with Whitebeard were the reasons the Marines needed the Seven Warlords assembled, but Roya rejected any negotiation. 17
