Background

The World Government had ruled for centuries under a public hierarchy headed by the Five Elders. Behind them stood Imu, an immortal ruler whose authority, Uranus, and control of the Red Line formed the regime's ultimate foundation. Imu had defeated Joy Boy and helped suppress the ancient kingdom's history. 98 192

Its leadership treated the Void Century, the ancient kingdom, and the Ancient Weapons as forbidden subjects. The Five Elders regarded any possible survivor, technology, or legacy of that era as an existential danger to their rule. 49 98

Seven Warlords of the Sea

The World Government proposed the Seven Warlords system as a counterweight to the Four Emperors. While the Marines could nominate candidates, the Government retained final approval over every appointment. 14 15

It attempted to recruit Ian as a Warlord through Kizaru. Ian refused, dismissing the position as becoming the Government's “lapdog.” 26

The system was later formally established with Mihawk, Kuma, Moria, Hancock, Jinbe, Crocodile, and Edward Weevil as its first complete roster. Attendance at the first official meeting was compulsory, with refusal resulting in loss of title. 101 102

Escalation Against Ian

After identifying Ian as a member of the Olycia Tribe, CP0 received orders to capture him if possible and prevent him from moving freely. 38

The Five Elders later speculated that Ian might be a surviving product of the ancient kingdom or a counterpart to the Ancient Weapons. They ordered his elimination and accelerated the Pacifista project in response. 49

Ian's killing of two Celestial Dragons and defeat of major Marine forces at Sabaody turned him into a political threat as well as a military one. The Government attempted to suppress the news, but Morgans published it worldwide, humiliating the regime and forcing a global manhunt. 59

After Ian reached the New World, the Elders suspended their search in the first half of the Grand Line and chose to watch whether the Emperors would confront him. 69

Gran Tesoro and Pleasure Street

CP0 located Ian aboard Gran Tesoro and issued an official order requiring Tesoro to sail the city toward Pleasure Street. Tesoro's status as a wealthy allied ruler did not protect him from the command. 106

When CP0 confronted Ian, Owl declared that the World Government intended to erase one of the Five Emperors. He also forced Edward Weevil to assist by threatening to strip him of Warlord protection. 121

The ensuing operation brought CP0 agents and Marine Admirals against Ian at Pleasure Street. After the force failed, the Government ordered a retreat and launched sixteen lightning pillars from above the atmosphere. Ian froze the attack with Complete Bankai: Four-World Freeze. 133 134 135

The failed operation was publicly reported as a major defeat: CP0's chief and Admiral Akainu were killed, while Kizaru retreated. 137

Pirate Expo Surveillance

The Government viewed Ian's Pirate Expo as a dangerous source of information about Ancient Weapons, Road Poneglyphs, Laugh Tale, and its own secrets. With Imu asleep and having ordered no direct move against Ian, the Five Elders ordered the Marines and Cipher Pol to infiltrate the event. 147

Its agents attended the auction but could not openly intervene because of the gathering of Emperors, legendary pirates, and other major powers. The Revolutionary Army secured Ian's intelligence concerning the Government's hidden weapon for 250 million Beli. 158

Wano Operation

After learning that Pluton was hidden in Wano, the Government sent Admirals, elite Marines, and several Warlords to seize the Ancient Weapon. 175

Ian's arrival forced the Marines to halt their advance. The Five Elders escalated the mission by preparing Imu, the Thunder Spear, improved Mother Flame, and a near-total deployment of high-level forces; Saints Nusjuro and Saturn personally joined the operation. 181

Ian stored Pluton in Dimensional Space, then refused the Government's demand to surrender and declared that he would eventually attack Mary Geoise. 185

The Wano battle ended in catastrophe for the regime. Reports stated that Ian killed two Five Elders, Fleet Admiral Sengoku, Garp, all three Admirals, and the other World Government personnel involved. 191

Fall of Mary Geoise

With only three Five Elders remaining, the Government mobilized every member nation, military resource, supply line, weapon, and elite force available to defend Mary Geoise against Ian. Imu, Uranus, and the Thunder Spear were prepared for the final battle. 191

Ian breached the Red Line's defenses, destroyed the Pacifista barrier and Mary Geoise with Almighty Push, and nearly annihilated the assembled army. 192

Imu revealed that Uranus, the “Earth King,” controlled the world's ley lines and sustained both the Red Line and his regeneration. Ian ultimately destroyed Imu with Bankai: Zanka no Tachi, split the Red Line, and brought about the World Government's collapse. 192
