Purpose and mandate

The Bureau is responsible for demon-related affairs across Great Yin and maintains its own system apart from the imperial court 4. Its stated foundation is the common people rather than any ruling dynasty: the public sustains the Bureau, and the Bureau is therefore obligated to protect them from demon calamities 192.

Its history extends across dynastic change. Chen Dao describes it as Great Yan's former martial institution, preserved after that dynasty's fall because no other power would reliably confront demons and monsters 191.

The Bureau does not treat species alone as grounds for execution. Demons that have not harmed humans may be subdued, appointed as Mountain Gods, or accepted into service; Lu Ling's group was granted Mountain God status after protecting humans, while the Great Wilderness Mountain Fox Clan offered its allegiance and blood essence to the Bureau 48 124 131.

Recruitment, merit, and discipline

Entrance assessment

The Bureau's core qualification is personally killing a demon through one's own strength 51. Its assessment once cast candidates into demon-filled mountains, where survival for fifteen days meant passing; due to extreme mortality and luck-based outcomes, this was replaced with public one-on-one arena fights against captured Mortal-level demons or monsters 63.

The current assessment also serves as public demonstration and revenue source, allowing civilians to witness demon exorcists in action while paying admission 63. The rule requiring applicants to kill a demon was introduced after fraudulent merit accumulation caused a major scandal 48.

Merit and rewards

Merit is the Bureau's primary system for advancement, rewards, identity marks, and access to resources 15 51. A county exorcist could also receive automatic promotion after guarding a jurisdiction for three years, even without demon-slaying merit 4.

Registered techniques are tightly controlled: they may only be borrowed through merit and cannot be passed to another person, including family. Violators face execution 8. The Mortal-grade Demon-Subduing Blade Technique is an exception, deliberately circulated to identify promising talent 8.

Internal discipline

The Shadow Division handles internal crimes in secret, since the Bureau does not publicly expose the punishment of its own Demon Exorcists to ordinary civilians 62 64. Its secrecy also creates room for abuse: three Shadow Division constables illegally transferred Lin Jun to the Zhao Family's private dungeon rather than processing a legitimate arrest 64.

Operational practices

Demon-Slaying Orders

A Demon-Slaying Order is issued when a registered exorcist encounters a powerful demon or urgent crisis and needs nearby Demon Exorcists to provide immediate support 20. Normally, only a Court Pillar or Chief Seat can issue an order for a major demon hunt; Lin Jun's command to surround Clearwind Temple was considered extraordinary because he was only the Third Seat 88.

Large-scale suppression

The Bureau can respond to major outbreaks with overwhelming force. After Green Forest County's concealed demon population was exposed, its army exterminated demons, executed Zhang He's clan, arrested compromised constables, and replaced the county's corrupt administration 47 48.

The Bureau is vulnerable when local authorities suppress reports. Green Forest County submitted peaceful annual reports and passed prior inspections, causing the Bureau to reduce patrols despite an extensive hidden demon network 43.

Relations with martial sects

The Bureau accepts applicants based on willingness and ability to exorcise demons rather than sect loyalty, and it can grant cultivation methods in exchange for sufficient merit 15. This differs from many martial sects, which prioritize loyalty and ties to elders over talent 15.

Relations remain strained. Some sects cooperate during major demon crises, while others resent Bureau oversight, seek its resources, or attempt to influence its appointments 37 69 197.

Major history

The Bureau's authority was severely compromised in Green Forest County, where officials concealed demon activity and allowed demons to prey on humans while submitting false reports of peace and prosperity 20 43. Lin Jun's repeated demon hunts exposed the situation, prompting the Bureau's army to purge the county and punish its collaborators 47 48.

Its internal security was later tested in Brocade City, where Fox Demon Zhang Zhen had infiltrated human society and risen to the rank of Court Pillar. His exposure revealed that disguised demons had operated within the Bureau's sphere for decades 65.

The Bureau increasingly came into conflict with the Yin Ruins Sect, which sought to turn it into a puppet organization. Bureau leaders refused, maintaining that their duty was to the people rather than to the sect or any dynasty 192 193.

By the time of Lin Jun's return to the Bureau, the Flame Martial Hall and Yin Ruins Sect openly pressured it to surrender the Demon-Exalting Sword. The Bureau refused to disclose Lin Jun's whereabouts or relinquish an artifact it recognized as his property 347 348.
