Background

At fifteen, Kaido was betrayed by the Vodka Kingdom after fighting to protect it. Its king sold him to the Marines in exchange for political privileges, teaching Kaido that kings, nations, and the weak would sacrifice others for their own survival. After escaping, he gained a 70 million Berry bounty and repeatedly allowed the Marines to capture him for food before breaking free again. 473

Kaido eventually established himself through violence on Hachinosu. Whitebeard recognized his potential and introduced him to Rocks, bringing the isolated young fighter into the Rocks Pirates. At Hachinosu, Kaido confronted Rock and was instantly overwhelmed. Rock subsequently describes their powers as useful covers for World Government interests in the New World: Kaido sustained war and chaos, while Linlin sustained order and trade, allowing the government to condemn piracy while benefiting from its profits. 479 481

Vegapunk later confirms that both remain imprisoned. He extracts their lineage, abilities, and physical potential for the Dual-Emperor Seraphim project without erasing their personalities or converting the prisoners themselves into puppets. The resulting S-Azure Dragon is a separate new life with Kaido’s vitality, Oni heritage, and combat instincts, combined with Lunarian traits. 525

Wano’s Postwar Aftermath

Kaido’s fall does not immediately end Wano’s exploitation. Former officials, nobles, samurai, and merchants divert relief supplies, reclaim privileges, persecute SMILE victims, and threaten children of former Beasts Pirates soldiers. Yamato rejects attempts to judge her and other innocents by their connection to Kaido, confronts the corrupt relief system, and refuses demands that she remain in Wano to atone for his crimes. 529 530

The political factions seek control of the Seastone mines, ports, and weapons factories left by Kaido’s regime.
