Search for the “Lightning Boy”

Sengoku first appears at Marineford alongside Tsuru, reporting intelligence that a lightning-using boy entered Hachinosu, confronted the Rocks Pirates, declared his intention to join the Marines, and escaped alive. He and Kong regard recruiting the unknown fighter as essential. 19

Rock’s Recruitment

After Garp finds Rock, Sengoku repeatedly contacts him and orders Rock brought to Marine Headquarters. At Marineford, he formally escorts Rock to Kong’s office and questions the newcomer’s intentions. 26 28 29

Sengoku challenges Rock’s plan to “accelerate” Marine justice, warning that order cannot be transformed by one person’s power and that uncontrolled light can endanger allies. Kong nevertheless accepts Rock into the Marines. 29

Marineford Training Incident

Sengoku observes Rock’s battle with Zephyr and recognizes Rock’s Armament Haki breakthrough. As Rock’s storm and thunder dragon threaten to destroy Headquarters, Sengoku transforms into Buddha Form and forcibly ends the fight. 32 34

Rock’s Promotion
