Geography and Landmarks

  • Defensive terrain: Kirigakure occupies a valley surrounded by mountains on three sides and facing the sea on the fourth, making it difficult to attack 90.
  • Village entrance: A guarded stone gate opens through a hand-seal mechanism into a tunnel approximately fifty to sixty meters long 90.
  • Climate and streets: Thick winter fog can reduce visibility at the docks to fewer than ten paces. The village has gray-blue rooftops, bluestone roads, and air carrying the scents of sea brine and pine 111 121 140.
  • Mizukage Building: The seat of village government, where Mei receives reports, assigns missions, and conducts diplomatic meetings 109 161 182.
  • Hidden Mist Port: A departure point for ANBU expeditions and diplomatic fleets; nearby waterways and sea caves also contain summoning-beast habitats 183 191 206.
  • Kaguya Clan Grounds: Former clan territory destroyed during the rebellion, later rebuilt as the ANBU headquarters and used as the Shadow Guard’s base 94 107 122.
  • Sealed underground chamber: A black-stone chamber fifteen meters beneath the Kaguya grounds. It can be opened with Shikotsumyaku and contains a stele describing the clan’s ancestry and inherited powers 94 107.
  • Mistcape Port: The Land of Water’s largest foreign-trade harbor, connected to Kirigakure by a pine-lined road. It handles more than sixty percent of the country’s cargo 85 93.

History

Blood Mist Era

The Blood Mist regime devastated Kirigakure’s clans and drove many shinobi into exile. Under the Fourth Mizukage, the Hōzuki Clan was purged after being suspected of links to the opposition; Mangetsu and Suigetsu survived and fled. ANBU consequently devoted much of its work to hunting and executing defectors 94 109 135.

The Kaguya Clan’s rebellion ended in the destruction of its grounds and the deaths of hundreds of clansmen. Six-year-old Kaguya Yama escaped with Fujiwara’s help, while Kimimaro left with Orochimaru. The Kaguya name was subsequently removed from Kirigakure’s registry 1 124.

Kirigakure’s elite strength also deteriorated. The Seven Ninja Swordsmen suffered a crushing defeat against Might Duy, Fourth Mizukage and Three-Tails host Yagura died, and Six-Tails host Utakata defected. Sōji assessed the village as having fallen from a possible top-two or top-three position among the great villages to below even Sunagakure 75.

Transition Under Mei Terumi

The policy’s nominal abolition did not immediately end its violence. Hidden Mist pursued Yama—by then using the name Yamada Sōji—for six years after his escape. In Konoha Year 59, he killed a six-member ANBU squad sent to retrieve or eliminate him. By his return to the Land of Water, Mei had pardoned him and revoked his execution order 9 10 87 88.

Mei’s administration began recalling displaced shinobi and rebuilding village institutions. After testing Sōji in combat, she appointed him ANBU commander-in-chief and head of the medical department, with Genji’s approval. The ruined Kaguya grounds became an operational ANBU headquarters 92 107.

Government and Reform

Leadership

  • Mei Terumi — Fifth Mizukage; directs military policy, diplomacy, and the effort to recover shinobi lost during the Blood Mist era 109 140.
  • Genji — Elder who approves Sōji’s appointment and supports the village’s rebuilding. Later council scenes call the elder Genshi 92 182 186.
  • Yamada Sōji / Kaguya Yama — ANBU commander-in-chief, medical department head, and candidate for Sixth Mizukage. He retains exclusive authority over matters concerning the Three-Tails’ young host 92 112.
  • Ao — Former ANBU commander, reassigned as the Mizukage’s guard and Sōji’s deputy. He manages intelligence, personnel assessments, routine administration, and training reviews 89 92 107 182.
  • Fujiwara Yoshimasa — Land of Water daimyo, responsible for the civilian side of government and represented in overseas negotiations 191.

Civilian–Military Division

  • Before reform, Kirigakure concentrated national power in shinobi hands, leaving the daimyo weak and civilian administration underdeveloped 85.
  • Mei and the daimyo established a clearer division: nobles and civilian officials would manage livelihoods and economic development, while Kirigakure would handle military affairs 140.
  • Relations between civilians and shinobi remained damaged by years of military spending, poverty, mutual resentment, and contempt 85.

Defector Policy

  • Former villagers without serious crimes may apply to return 107.
  • Mei favors persuasion and live capture, recognizing that many defectors were victims of the village rather than willing traitors 109.
  • Ao classifies defectors into potential recruits, individuals requiring observation, and elimination targets 122.
  • Reconciliation has limits: Sōji condemns former swordsmen who use Mist weapons to support foreign rebels and damage Kirigakure’s alliances 142.

Military

Strategic Strengths

  • Mist warfare: Sōji describes Kirigakure’s shinobi as unrivaled in fog, claiming that favorable mist conditions can allow a chūnin to perform at jōnin level 85.
  • Naval deployment: The Land of Water possesses the strongest shipbuilding and seafaring industries in the shinobi world. Sōji estimates it could deploy five thousand ninja to a Land of Fire coastal city within half a month 85.
  • Elite rapid response: Zero Squad is designed for Kage-level threats, cross-regional strikes, and breaking heavily defended positions 121 144.
  • Regular forces: Routine escorts, bodyguard assignments, and other ordinary missions are transferred to regular shinobi, leaving ANBU focused on high-risk work 182.

ANBU

The Hidden Mist Special Assassination Tactical Force, also called Shadow’s Blade, is a secret unit directly subordinate to the Mizukage. It was established in imitation of Konoha’s ANBU but developed a stronger emphasis on pursuing and executing defectors 94.

Unit Primary Duties Documented Leadership
First Squad Assassination and targeted elimination 94 Wolf Demon 143 183
Second Squad Reconnaissance, intelligence, and infiltration 94 Black Face 182 186
Third Squad Pursuit and execution of rogue ninja 94 Bear Yaksha 183
Fourth Squad Protection and special missions 94 White Hannya 183
Zero Squad’s Shadow Guard Independent elite operations against threats beyond ordinary squads’ capabilities 121 Directly accountable to Sōji and Mei 121
  • Ao initially describes a seventy-member organization, including the commander and deputy 94.
  • Later training arrangements place four team leaders beneath each regular squad captain, with three members beneath each team leader 182.
  • The headquarters at the Kaguya grounds includes offices, residences, training facilities, and a sensory barrier 107 124.

Zero Squad’s Shadow Guard

Mei authorizes the seven-member Shadow Guard with independent funding, barracks, uniforms, and mission files. Its initial confirmed members are Karin and Ye Tong; recruitment later fills all seven seats 121 205 206.

Member Specialty / Strategic Value
Karin Three-Tails jinchūriki, wide-range sensing, sealing techniques, and chakra-enhanced strength 144 186 206
Ye Tong Former Sunagakure rogue ninja with powerful Scorch Release and the Immovable Wisdom King construct 118 121
Hōzuki Mangetsu Hydrification Technique; mastery of all Seven Ninja Swords 143 206
Utakata Six-Tails jinchūriki and Bubble Ninjutsu specialist 109 206
Hotaru Tsuchigumo heir to Rage Hair Heaven 195 206
Hōzuki Suigetsu Developing shinobi studying Water Release, taijutsu, and Hōzuki clan techniques 164 206
Muku Seventh member; can assume Gō’s form and read emotions through their surviving symbiotic connection 205
  • Sōji’s long-term goal is to develop every member to Kage level; Hotaru and Suigetsu remain between chūnin and jōnin in ordinary combat strength when the full roster is discussed 206.
  • Zabuza Momochi is proposed as a recruit for his Silent Killing expertise, but is not part of the documented completed roster 121 206.

Tailed Beasts and Ninja Swords

  • Three-Tails: Returns to Hidden Mist through Karin. Its deployment against the pirates publicly demonstrates the village’s restored jinchūriki strength 109 117.
  • Six-Tails: Utakata is later recognized alongside Karin as an official Hidden Mist jinchūriki 206.
  • Seven Ninja Swords: Early in the rebuilding period, only Hiramekarei is securely held in the village, by Chōjūrō. Other blades remain with defectors or have unknown whereabouts 109.
  • Mangetsu’s inheritance: His mastery and summoning scroll preserve much of the swordsmen’s scattered legacy 109.
  • Recovered weapons: The Land of Crafts campaign kills Kushimaru and Raiga and returns their weapons to Hidden Mist 143 144 145.

Techniques and Equipment

  • Hidden Mist Technique — Signature environmental-control ninjutsu that suppresses visibility rather than directly inflicting damage 48.
  • Hidden Mist Body Flicker — Uses chakra-generated mist for rapid movement and disappearance; a signature ANBU technique 88.
  • Coordinated Water Release — Used for restraints, offensive attacks, and combined defensive barriers 9 114.
  • Mist bombs — Supplement natural sea fog and squad-cast mist during infiltration 143.
  • Naval craft — Include ANBU speedboats, warships, and the ancient silver-white Soaring Dragon acquired from the Land of Crafts 140 183 191.
  • Refined-steel tools — Weapons produced from Land of Crafts steel are issued to regular ninja units 186.
  • Sea-beast summons — Introduced to compensate for individual weaknesses and provide transport, defense, reconnaissance, or escape 182 183.

Training and Education

Reformed Instruction

  • Blood Mist practices—including mutual slaughter, elimination of the weakest, and lethal exercises—are replaced by coordinated combat, phased assessments, and simulations 138.
  • Taijutsu instruction adds restraint, defense, and covering injured comrades during retreat 138.
  • Basic techniques are taught through practical combinations: environmental camouflage, substitution with movement, and clone-assisted pincer attacks 138.
  • Monthly assessments use pass, good, excellent, and outstanding, rather than ranking students against one another 138.
  • Academy enrollment applications more than double compared with the previous year, prompting approval for additional classrooms and an expansion site 186.
  • A Sealing Technique elective is planned for the following year 208.

ANBU Special Training

  • Ao reviews monthly training records; leaders who fall below standard repeat training or receive additional instruction 182.
  • The new code rejects “the mission above all else.” Members must support one another and report assignments beyond their capabilities 182.
  • Retreat, reassignment, renewed reconnaissance, and waiting for reinforcements are explicitly permitted 182.
  • Sea-beast fieldwork combines habitat research, contact with potential summons, and simulated combat coordination 183.
  • Documented results include Wolf Demon reaching six times the speed of sound with Full Release, Black Face gaining silent brainwave communication through Transparent Octopus, and Bear Yaksha testing a Hurricane Sea Turtle’s flight and wind cannons 186.

Economy and Foreign Relations

Economic Recovery

  • The Land of Water depends heavily on imported food, including rice and soybeans from the Land of Fire, with annual imports approaching one hundred million ryō 85.
  • Mountain barriers and poor transport divide the domestic market into small, disconnected regions 85.
  • Yamada Trading Company prioritizes grain, shipping, and fishing as it expands into the country 92.
  • New agreements increase merchant traffic and mission commissions, while affiliated-country tax revenue and steel imports enter the village’s budget planning 182.
  • By the post-training period, the Land of Fire grain agreement is operating smoothly and the Land of Crafts warship-repair project is nearly complete 186.

Diplomatic Relationships

  • Hidden Cloud / Land of Lightning — The Water-Lightning Alliance is implemented alongside trade agreements. Cloud also owes Mist jinchūriki training for Karin and Utakata 182 206.
  • Konoha / Land of Fire — Cooperation includes grain trade, joint Chūnin Exams, and rebuilding the former Land of Whirlpool 186 209 210.
  • Sunagakure / Land of Wind — Relations combine joint operations with distrust over Pakura’s death, Ye Tong’s recruitment, and Mist’s growing military strength 112 121 145.
  • Land of Crafts — Signs an alliance treaty and supplies refined steel and naval repair work after Hidden Mist suppresses its rebellion 150 182 186.
  • Lands of Claws, Crabs, and Sharks — Sign treaties with the Land of Water; permanent ninja outposts are planned in all three 182.
  • Hidden Frost — Provides intelligence on the Hōzuki brothers and contacts Mist as a counterweight to Hidden Cloud’s regional influence 128 133.
  • Kusagakure and the Tsuchigumo Clan — Sōji proposes a secret alliance, wartime intelligence and logistical cooperation, and joint management of the Land of Grass’s international prison. Kusagakure is to retain its name and ninja organization rather than become a vassal 195.
