Background
Keen was originally a minor New World bounty hunter who relied on firearms, thrown weapons, concealment, and carefully gathered intelligence. He was hunting Breed from aboard a civilian merchant ship when Rain discovered him hiding among the survivors. Keen attempted to ambush Rain with a poisoned dart, but was immediately outmatched and coerced into providing information on escaped Level 6 prisoners. Rain then forced him into a practical arrangement: Keen would guide him to targets, while retaining the bounties they earned. 128
Initially terrified of Rain and focused almost entirely on money, Keen became the Bedrock’s navigator and intelligence source. He reported on “‘Chimera’ Garo,” Kaido’s appearance in Dressrosa, and other New World developments, while gradually abandoning any hope of escaping Rain’s crew. 129

His time under Rain changes him from a frightened opportunist into a fiercely loyal crewmate. After Vegapunk rebuilds the Gun-Bear Construct as Obsidian Iron Bear, Keen challenges it to a rematch. He initially struggles against its Seastone armor, sonic cannon, and particle artillery, but exploits its inferior mobility through aerial attacks against its joints and blind spots. 319
Rain determines that the Iron Bear is better suited to fleet combat than one-on-one duels. Keen accepts this judgment, recognizes the construct as an ally, and offers to trust his back to it in battle. 320
