Background / History

Sengoku presides over Marine Headquarters during escalating tensions between Kaido and Shanks. Judging their conflict unlikely to immediately destabilize the wider world, he initially orders the Marines to observe rather than intervene 3.

When CP delivers Saint Figarland Lynn’s demand for an Admiral, three Vice Admirals, and one thousand personnel to support a laboratory project, Sengoku recognizes the Gorosei’s tacit approval and cannot refuse. He assigns Kizaru to lead the mission with Gion, Chaton, Onigumo, and the requested personnel, balancing Lynn’s demands against Marine operational needs 3.

After Kizaru reports that Lynn has created the Droplet, Sengoku is initially incredulous that a Celestial Dragon developed a weapon with Admiral-level power. He travels to Mary Geoise with Akainu and Aokiji to witness the invention and Lynn’s conflict with the Roswald Family firsthand 11. There, he witnesses the Droplet withstand Kong’s Haki-enhanced attack and later match Sengoku’s own Haki-enhanced punch during testing in the Room of Authority 14 17.

Sengoku quickly identifies the Droplet as a potentially decisive Marine asset. After Kizaru uses the first delivered unit to stall Kaido until the Emperor retreats, Sengoku secures Gorosei authorization to formally deploy it against New World pirates 34. Under this policy, the Marines use the Droplet to defeat Chinjao and the Happo Navy with a small force 39 40.

When Lynn completes Sophon, Sengoku recognizes its strategic value despite its lack of direct combat power. He requests its use to monitor Shanks and Whitebeard’s meeting, gaining a covert live feed of two Emperors while Sophon suppresses Haki within its coverage area 45 46 48. Once the Emperors deduce Lynn may be behind the interference, Sengoku orders Gion and Chaton to intensify Lynn’s protection 49.

Personality

Sengoku is pragmatic and institutionally minded. He resents being forced to commit major Marine resources to a Celestial Dragon’s request, yet fulfills the order because refusing a World Noble backed by the Gorosei is not politically viable 3.

He is also an adaptive strategist. Once Lynn’s inventions prove real, Sengoku sets aside his initial disbelief and focuses on their military applications: mass production of Droplets, their controlled deployment against pirates, and Sophon’s intelligence-gathering potential 15 34 45. His restraint contrasts with Akainu’s aggression; he refuses to recklessly deploy the Droplet against the possible Shanks–Whitebeard meeting because neither Emperor’s intentions nor the weapon’s limits are fully known 42.
