Background / History

Hashirama Senju was Konoha’s First Hokage; Tobirama Senju was its Second. Hiruzen Sarutobi serves as Third Hokage during the events described 20 40 70. The village maintains a Heroes’ Cemetery for shinobi who died in its service or made outstanding contributions. Hashirama’s grave occupies its highest level 20.

Tsunade’s growing influence changes how Konoha’s clans cooperate. She founds a women’s mutual-aid association to share medical care, resources, and information across clan households, then establishes a Special Training Class for children of the village’s major clans 31 42 44. After an attack devastates the Land of Whirlpools, she offers Konoha as a new home for more than 300 Uzumaki survivors 67 68.

Government and Security

• Hokage and advisers — Hiruzen authorizes deployments and grants Tsunade authority over frontline decisions during the war. Koharu and Homura coordinate supplies and intelligence from the rear 70.
• ANBU and Root — Both post guards at Konoha’s Heroes’ Cemetery. ANBU answers to the Hokage; Root belongs to Danzo 20.
• Book of Seals — A restricted collection of dangerous techniques kept in the Hokage Building. Hiruzen permits Tsunade, Jiraiya, and Orochimaru to study one technique each while withholding the most perilous entries 47 48.
• Ninja Academy — Its library holds village records and theoretical works, including material on Tobirama’s space-time research 39 40.

Clans and Training

• Major clans — The Senju, Uchiha, Hyuga, Aburame, Inuzuka, Akimichi, Nara, and Yamanaka are represented in Tsunade’s clan outreach or training efforts 31 42 44.
• Konoha Women’s Mutual Aid Association — Founded by Tsunade to help members through difficult births, illness, and other hardships; members also share connections, expertise, and information 31.
• Special Training Class — Tsunade trains twelve participants on Back Mountain, with instruction from Jiraiya and Orochimaru. Hatake Sakumo and Chen later join as assistant instructors 44 55 56.
• Flying Thunder God route — Minato Namikaze and Nawaki Senju place teleportation marks between the Land of Fire and the Land of Whirlpools. The route later enables Konoha fighters to reach the attacked Uzumaki stronghold within minutes 58 60.
