Demon Race era
An earlier Heavenly Court was ruled by the Demon Race. Its fortune increased after Fuxi and Nuwa joined it, while Demon Emperor Dijun served as its helmsman. 12 209

Reopening under Qin Mu
Following the Witch–Demon War, Dao Ancestor Hongjun convened the Saints to decide the new Heavenly Emperor. Although the Heavenly Dao opposed Qin Mu receiving the position, Hongjun ultimately appointed him. 381 386
Qin Mu's third avatar, Di Zun, then appeared in the Heavenly Realm, declared the Heavenly Court reopened, and proclaimed its authority over all beings and things within the Three Realms. 386 Over the following thousand years, Di Zun repaired both the Heavenly Court and the Heavenly Realm. 388

Early consolidation
Di Zun recruited the Lord of Stars after their dispute over the latter's refinement of stellar origin power. The Lord of Stars was appointed Myriad Stars Heavenly Venerate, second only to Di Zun, and given responsibility for the stars and stellar energy; his accession substantially strengthened the Heavenly Court's fortune. 417 425
The court issued a Talent Recruitment Decree open to cultivators of any origin who possessed cultivation and upright character. Successful candidates could receive official posts, emoluments, and a share of the Heavenly Court's destiny. 426
While rogue cultivators formed much of its personnel, Di Zun selectively appointed Intercepting Sect disciples to posts such as Thunder Department and Fire Department True Gods. Disciples from other major sects were rejected. 427 467
The Queen Mother of the West later brought the Yaochi lineage into the Heavenly Court after Di Zun gave her Hongmeng Purple Qi. 430
Expansion and intervention
Di Zun intervened in the conflict between Xuanyuan's forces and Chi You's Witch Clan, stopping the Myriad Heavens Auspicious Clouds from exterminating the Witch Clan. He subsequently recruited Chi You as God of War and incorporated Chi You's Eighty-one Demon God Generals as Heavenly Generals. 457 464
The Heavenly Court sought the Four Seas Dragon Race's formal submission, offering investiture, protection, celestial fortune, and authority over waters, rainfall, and water-element affairs. 514 Its later West Sea campaign was led by Di Zun alongside figures including the Lord of Stars, East Hua Emperor Lord, and Chi You, but the Dragon Emperor defeated the court's leading combatants. 528 535
Schism with the Western Heavenly Court
Haotian secretly recruited dissatisfied officials and planned to establish a rival court. When exposed, he openly rebelled against Di Zun, but was immediately overpowered by Di Zun's Saint-level strength. 596 601
Primordial Heavenly Venerate, Jie Yin, and Zhun Ti escorted Haotian and his followers away. Qin Mu allowed their departure, treating it as an opportunity to remove disloyal elements from the Eastern Heavenly Court. 603 606
The three Saints created a new realm in the Western Lands, where Haotian established the Western Heavenly Court. Its creation siphoned away part of the Eastern Heavenly Court's fortune and diminished its authority. 607 609
Great Calamity era
Dao Ancestor Hongjun later entrusted Haotian with management of the Investiture List; beings entered onto the list were required to obey the Western Heavenly Court. 633 Haotian intended to use this authority to kill Eastern Heavenly Court immortals, weaken the East, and increase his own court's strength. 637
