Luffy was born in Foosha Village. As a child, he made a promise to Shanks that he would gather an exceptional crew and become a pirate worthy of recognition; when the Straw Hats later return to Foosha Village, Shanks acknowledges that Luffy fulfilled that promise. 500 502
