Geography and Layout

  • Original surroundings: Niro City is the closest city to the Tate Mountain Range. Alice’s place of captivity in the mountains lies twenty-odd kilometers away 81.
  • Inner and outer districts: The city develops a prosperous Inner City and extensive outer residential areas. Homes and cultivated fields spread beyond the original walls 135 237 341.
  • Central square: Residence permits can be obtained here. It also serves as a gathering point for customers preordering Magic-Powered Jet Vehicles 136 165.
  • Military camps: Barracks stand in each of the four cardinal directions, each managed by a Camp Commander. The eastern camp initially consists of orderly but dilapidated stone houses beside the wall 115.
  • Lord’s castle: Contains an underground treasury and, later, a mithril miniature of the city used to gather Faith Power 120 480.
  • New Niro City: Its Abyssal Hell settlement includes greenery, tall buildings, villas, and houses across an enormous region described as dozens or even a hundred kilometers in length and width 499.

History

Alice’s Lordship and Xiluo’s Reforms

Alice initially warns Xiluo that Niro City contains several Master-level figures: Adventurer Association president Abela, knight captain Andy, and Wealth Temple bishop Xiwel. Xiluo nevertheless plans to help Alice obtain the lordship, while using the city as a market for seafood and a source of materials for his own growth 93 96 101.

After Alice inherits the territory, Niro City takes roughly half a year to become fully operational again. Xiluo initially avoids interfering or attracting excessive attention, although his presence gradually draws adventurers 112.

Two years into Alice’s rule, an inspection exposes serious neglect in the barracks. Alice dismisses Saiter and places Xiluo in charge of the eastern camp. Xiluo extends his purge to all four camps, introduces improved benefits, and establishes training that includes morning drills and afternoon javelin practice 115 117 118.

Migration and Commercial Expansion

Xiluo and Alice attract settlers from neighboring territories, causing housing shortages and disputes with nobles losing subjects and tax revenue. When challenged, Xiluo offers to let dissatisfied newcomers leave and publicly promises to protect residents and their property 134.

The recruitment campaign includes extravagant claims that bread will grow on trees and milk and honey will flow through ditches. Xiluo defends these statements as future development plans. Hired speakers reinforce confidence in the city, while prisoners provide labor for housing construction and farmland reclamation 134 135.

Over the following years, Niro City develops busy shopping streets, tourism services, and businesses offering Descender-inspired food and entertainment. Visiting knights compare its prosperity to that of an ordinary count’s domain 136.

Consolidation of Gerlo’s Population

The destruction caused by the Undead Demon Lord drives Gerlo’s surviving nobles toward Niro City. Marquis Dorian commits first, requesting escorts for his subjects; further attacks persuade other nobles to follow 453.

Xiluo organizes escorts, constructs earthen houses through magic, and clears additional farmland. Dorian brings 450,000 people, Doges brings 320,000, and Melano brings 410,000. Eventually, Gerlo’s remaining population concentrates in Niro City. The influx costs Xiluo 265,000 gold coins before further defensive spending 453.

Evacuation to Abyssal Hell

Repeated tsunamis from the Tidal Titans force Xiluo to announce an evacuation. Residents initially resist abandoning their homes, particularly for Abyssal Hell. Xiluo argues that Niro City is defined by its gathered people rather than its original location 491.

He moves most of the buildings using earth-element abilities while the Nature Elves help resist the tsunamis. In Abyssal Hell, he integrates the buildings into the ground and constructs an outer wall against roaming demons and devils. New Niro City then develops peacefully for ten years 498 499.

Return to Babari Island

Xiluo allows the subjects to choose whether to return to Domirank Star, and most elect to do so. They find the old city ruined but unoccupied: neighboring kingdoms have avoided taking the devastated land because of the cost of rebuilding it 503.

The returned population restores a bustling city in more than ten days. Xiluo later completes another half-month of building transfers, declaring that he now has sufficient strength to protect their home 503 514 515.

Expansion into an Imperial Power

Niro City’s growing strength becomes a deterrent against warfare across Domirank Star. As its territory becomes crowded, Xiluo proposes the Watchers’ Alliance with Sophia and Ulaluo. The two kingdoms accept despite their reluctance and inability to oppose him. Niro City subsequently expands around their cities and draws their inhabitants into its economic and cultural sphere 593.

The Eternal Empire responds by organizing the Anti-Niro Alliance, joined by the Silver Moon Empire, Orc Empire, Sub-Iron Dragons, Dark Council, and other opponents. They demand that Niro City withdraw to Abyssal Hell; it refuses 594.

After defeating the alliance, Niro City invades and occupies the Eternal Empire, renaming it the Holy Xiluo Empire and honoring Xiluo as supreme emperor. Its forces then deal with the other alliance members, bringing Domirank Star close to unification 594.

Government and Public Order

  • Formal and practical authority: Alice holds the lordship, while Xiluo is explicitly described as the city’s true leader and de facto lord 115 267 273.
  • Mixed-race service: Xiluo rejects excluding Beastmen from military life. Later patrols combine humans with boar-pigfolk, hyena-people, and bison-people 115 341.
  • Penal labor: Convicts construct housing, haul materials, and reclaim farmland. Authorities openly warn visitors that misconduct can result in forced labor 135.
  • Spellcaster licensing: Dragons arrest unlicensed spellcasters, including Ina, Sarah, and Jenny. Use of the Magic Charging Stations rises again after the crackdown 170.
  • Civilian participation: During a clash with visiting Royal Capital knights, nearby residents answer a patrol’s call for aid and use divine spells to support the soldiers. Additional patrols complete the arrests 341.
  • Continuity of administration: Before leaving for the Dragonkind Tournament, Xiluo assigns the city’s leaders to oversee affairs in his absence 370.

Economy and Infrastructure

Trade and Industry

  • Seafood trade: Xiluo brings rare seafood from the mountains’ maritime expeditions to sell in Niro City 93 101.
  • Magic-item production: Hadien’s shop researches household and public-use magic items. He later proposes expanding into weapons research using Xiluo’s Arcane Cannons and other equipment 451.
  • Magic-Powered Jet Vehicles: A major local product whose presales reach 10,000 units. Demand becomes strong enough for customers to purchase queue positions from scalpers 165.
  • Magic Charging Stations: An important business supporting the city’s magical consumer infrastructure; Xilian and Trixie also earn additional income working there 228 342.
  • Wealthy residents: Merchants earn money in other territories and spend it in Niro City, contributing substantially to Xiluo’s business income. Treasury tax receipts reach 45,000 gold coins at one documented stage 273.
  • Niro Trade Association: Later distributes collectible cards depicting notable fighters. Its commercial presence becomes so influential in Sophia that officials hesitate to collect taxes from it 515.
  • Protected caravans: Xiluo personally retaliates against powerful attackers who kill or wound caravan personnel, discouraging further interference with Niro City’s trade 528.

Education and Services

  • Academies: Established to cultivate capable residents and give children the strength to help defend their homeland. Adults with spare time are also encouraged to participate 270.
  • Tourism: Guides help visitors find food, entertainment, housing, and residence-permit services. Descender-run establishments offer otherworldly experiences and cuisine 136.
  • Public amenities: Residents praise the city’s playgrounds, academy, and safety when defending it against criticism from Royal Capital visitors 341.
  • Later transportation: Magic-powered automobiles and beast-drawn carriages share its roads amid dense rows of tall buildings 528.
  • Teleportation infrastructure: Niro City has no Teleportation Magic Arrays at the time of Xiluo’s visit to World Tree Island—not because of cost, but because he considers them unnecessary for its needs 444.

Defenses

Fortifications and Surveillance

  • Outer warning walls: Separate defensive works stand well beyond the residential districts. One wall, at least two kilometers from the city, is credited with detecting the Frost Titan early enough to keep the fighting away from homes 340.
  • Layered garrisons: Defensive wall sections and their garrisons increase from two to four in each cardinal direction 342.
  • Magical artillery: Magic Cannons are installed as the outer defenses expand; later upgrades increase both their number and quality 273 370.
  • Post-merger watch network: Walls twenty to thirty meters high appear every kilometer or two, watched by telescope-equipped soldiers. Griffin Knights and dragons patrol overhead 453.
  • World Tree barrier: During the Gods’ Allied Army’s offensive, the barrier helps the city’s elemental and elven defenders prevent substantial destruction even while Xiluo is away 558.

Allied Defenders

  • Multi-faction mobilization: Against the Xikalei Family, the defenders include human soldiers, Beastmen, elves, Descenders, clerics, dragons, undead, vampires, and other allies 257.
  • Temple support: The Wealth Church’s agreement with the lord includes intervening against outside threats to the city. The Wealth and Pleasure and Passion temples later increase their stationed forces 125 483.
  • Independent defensive capacity: Before the Dragonkind Tournament, Xiluo judges that soldiers, artillery, resident experts, Descenders, and temple forces can protect the city without its principal dragons 370.
  • Faith Armaments: These provide additional high-end combat strength and remain part of Niro City’s arsenal during the war against the Anti-Niro Alliance 499 594.

Society, Religion, and Civic Identity

A Multi-Racial City

  • Shared citizenship: Xiluo promotes the idea that different races belong to one “great family,” beginning with the integration of his Beastman retainers 115.
  • Demonified Descenders: Residents initially panic at the arrival of Quasit Descenders, but soldiers explain that they are new subjects rather than enemies. Reassurance about the Guardian Dragon’s protection helps secure their acceptance 298.
  • Dragon residents: Xilian and Trixie own a home in the city. Residents remember their protective work and welcome them back with praise and food 315.
  • Public confidence: Residents repeatedly express confidence in the city’s dragons and other defenders rather than panicking at threats 257 320.

Religion and Faith Power

The Wealth Church is Niro City’s principal early religious institution and maintains a close partnership with its lord. After the merger, most subjects still follow it, although clergy of Tourism, the Sun, Justice, and Pleasure compete for converts 125 456.

  • Religious plurality: Niro City does not prohibit belief in gods. Later churches include those of the Earth Mother Goddess and the God of Justice 507 550.
  • City anthem: Teacher Nie introduces Xiluo’s Song of Niro. Children are instructed to sing it daily at school, while adults are encouraged to remember and sing it themselves 480.
  • Civic faith collection: Residents’ sense of belonging produces Faith Power, gathered through a magic array into a mithril miniature of Niro City inside the castle 480.
  • Faith Armament project: Xiluo uses this accumulated civic faith to prepare Faith Armaments 480.
  • Wartime use: During conflict with the gods’ forces, Xiluo leads the anthem to rally subjects and soldiers around creating their future through their own strength 550.

Festivals

  • Happiness Festival: Declared for May 13 following the birth of Xiluo and Alice’s son, Pawa. Celebrations bring increased spending at local businesses, including Xiluo’s establishments 243.
