History
Quel'Thalas
Quel'Thalas had no Regent while King Anasterian ruled personally. Kael'thas later appointed Patrick Cabrolon to the office before taking several of the kingdom's strongest armies south to seek a source of mana among Dalaran's surviving mage organizations 209 237.
With Kael'thas away, Patrick held sole authority in Quel'Thalas. He used that authority to suppress factional conflict within the Silvermoon Council, void its existing resolutions, and demand revised military plans. His administration prioritized restoring Eversong Woods, rebuilding livelihoods and production, and eliminating the remaining undead and land contamination 208 221 279.
Patrick departed from the kingdom's tradition of family-based appointments. Although the Cabrolon family took over the Alchemy and Enchanting industries, he did not fill public offices with Cabrolon or Windrunner relatives. Advancement instead depended on achievement, encouraging lesser nobles and commoners to participate more actively in government 279 282.
Kael'thas's return did not immediately resolve the division between royal rank and practical control. Patrick subsequently served as Special Councilor of the New Silvermoon Council while exercising all the powers of a regent, but still ranked below Kael'thas. Later reforms proposed explicitly assigning the king a share of governmental, military, and diplomatic responsibilities within the Council 649 785.
Stormwind
Bolvar Fordragon assumed the regency after Varian's kidnapping, helping the young Prince Anduin govern Stormwind. Bolvar controlled the kingdom's military, while Katrana Prestor and the House of Lords handled administrative affairs. His military authority was sufficiently extensive that the narrative states he could have taken the throne had he wished 537 607.
Katrana attempted to penetrate the military command and provoke conflict between Bolvar and the House of Lords. Her exposure as Onyxia left Bolvar convinced that he had failed as Regent by allowing an enemy into Stormwind's highest political circles. He volunteered for the Northern Expedition, seeking relief from his guilt through battle 607.
Authority and Responsibilities
Quel'Thalas
| Area | Documented Authority |
|---|---|
| Council leadership | Patrick served as chairman and the Council's highest authority, settling disputes that councilors could not resolve themselves 245 490 492. |
| Government oversight | Important diplomatic documents and resolutions required his review. The Council exercised document-review authority on his behalf during his frequent absences 271 282. |
| Appointments | Territorial appointments required his signature before taking effect. He could also appoint legion commanders and grant Council seats 302 351. |
| Military command | He assigned regional defenses, organized combined forces, ordered rescue operations, and personally led campaigns 210 308. |
| Economic policy | He required all transactions within Quel'Thalas to use Magic Coins and directed increases in soldiers' food expenditure and equipment quality 270 282. |
| Administrative integration | He subordinated Eldre'Dani's Council to the Silvermoon Council and promoted its councilors into the kingdom's administration 302. |
| Foreign relations | He appointed envoys, negotiated cooperation, and determined Quel'Thalas's position toward the Horde 218 221 280. |
Limits of the Office
- The regency was not kingship. Patrick explicitly distinguished his position as Council chairman and acting Regent from Kael'thas's rightful royal claim 492.
- Practical control did not erase royal precedence. Even while exercising regental powers, Patrick remained below Kael'thas in status and authority. Kael'thas could not swear loyalty to him without effectively transferring Quel'Thalas to another ruler 649.
- Authority stopped at foreign jurisdictions. Patrick acknowledged that being Regent of the blood elves gave him no right to interfere in the Forsaken's internal command decisions 260.
- Council administration continued beneath the Regent. Patrick delegated practical details to subordinates rather than personally investigating every minor issue 462.
Protocol and Recognition
- Formal deference: Hawkspear knelt and addressed Patrick as “Your Highness” before foreign leaders, despite their less formal private relationship 490.
- Protection of rank: Astalor Bloodsworn rebuked Ambassador Audalan for addressing Patrick directly by name rather than acknowledging his office 381.
- Offenses against the Regent: Liadrin proposed fifteen hundred years of imprisonment for Lina's offense against Patrick, citing an older punishment for insulting a Chief Councilor. This was a proposed sentence, not an established regency statute 237.
- Public identification: Hemet Nesingwary recognized Patrick as Quel'Thalas's Regent from his gold-trimmed crimson robes and golden phoenix emblem on a blood-red background 400.
- Personal obligations: Alleria warned Patrick that his safety was a national concern because he represented Quel'Thalas and the Council depended on him 271.
Political Significance
Regency and Succession
- Foreign suspicions: Vol'jin speculated that Patrick had abandoned Kael'thas in Outland to remove the prince and become king. This was Vol'jin's interpretation, not Patrick's stated intention 470.
- Pressure to overthrow Kael'thas: Rhonin and Jaina urged Patrick to purge the alleged traitors involved in Kil'jaeden's summoning, presenting sole rule over Quel'Thalas as the prospective outcome 492.
- Patrick's refusal: Patrick maintained that acting against the rightful royal heir would constitute treason, while foreign troops entering Quel'Thalas would constitute an invasion 492.
- Rejection of usurpation: He later stated that engineering Kael'thas's death for personal control would repeat the factional abuses that had already harmed the kingdom 518.
- Stormwind's parallel danger: Onyxia hoped to exploit a confrontation between Bolvar and the House of Lords to make him king and provoke internal strife 607.
