Background / History
Marine Career and Family Training
Garp pursued Roger for decades, earning extensive experience tracking powerful pirate crews. His strength, reputation as the Marine Hero, and influence within the Marines protected his position despite his openly hostile attitude toward the Celestial Dragons 144.
While Dragon was still a Marine, Garp sometimes brought him to Foosha Village during leave and used those visits for additional training. This instruction helped develop Dragon’s martial arts and Haki. Aokiji also trained in martial arts under Garp 23 35.
Garp initially opposed Dragon leaving the Marines and founding the Freedom Fighters, later renamed the Revolutionary Army. Although outwardly furious, he eventually accepted his son’s work after seeing its results 42 290.
Loguetown and Return to Foosha Village
Sengoku assigned Garp to help Aokiji arrest Kazu in Loguetown, promising him a month of leave afterward. Interested in a newcomer capable of matching an Admiral, Garp accelerated his warship with repeated punches and reached Loguetown in half a day. Kazu detected his approach and escaped before he arrived 38 40 41.
Leaving the report and restoration work to Aokiji, Garp returned to Foosha Village. There, he discovered that Luffy had eaten the Gum-Gum Fruit brought by Shanks. He spent his month of leave training and disciplining Luffy, unsuccessfully trying to make him abandon piracy, before leaving him with Dadan on Mount Colubo 41 42.
Pursuit of the Blond Hair Pirates
When the Five Elders demanded that an Admiral continuously monitor the Blond Hair Pirates, Sengoku proposed Garp instead. His orders were to observe the crew from a distance, notify headquarters if they threatened peace, and delay them until reinforcements arrived 144.
Garp nevertheless sought a fight with Kazu on an uninhabited island, choosing a location without civilians. Their opening clash split the clouds, and their later exchange ended without a decisive winner. The encounter became a shared banquet between Marines and pirates, during which Makino reassured him that she was happy aboard Kazu’s ship 152 153 156 157 158.
In a later pursuit, Garp immediately punched Carlmand in the face when the navigator challenged him. Kazu then fought Garp himself, overwhelming him after revealing his hybrid transformation and combining spatial movement with Time Stop. Garp’s attempt to exploit seawater failed, and Kazu defeated him with Phantom Sword Dance and a tail strike 205 208 210.
Afterward, Garp stopped his men from attacking, recognizing that further resistance would only cause casualties. He admitted that he could no longer stop Kazu and returned toward the East Blue. Later, he refused Sengoku’s recall following the crew’s arrival at Laugh Tale, preferring to train Luffy and Ace rather than risk another beating on the Celestial Dragons’ behalf 211 212 271.
Break with the World Government
Garp participated in the expedition against the Blond Hair Pirates and attempted to protect the Marines behind him from Kazu’s attack. The expedition suffered catastrophic losses; Garp later reported that Kazu’s Conqueror’s Haki had suppressed even his strength by approximately thirty percent 285 286 298.
When the Five Elders ordered the surviving Marines to continue fighting, Garp refused. He argued that losing the Three Admirals would destroy the Marines’ remaining hope of recovery. Akainu, Aokiji, and Kizaru supported his decision, and the four withdrew from the Elders’ forces 288.
Garp then approached Kazu to discuss the Revolutionary Army and the possibility of a new era. After securing Kazu’s support for cooperation, he urged Sengoku to consider an alliance with Dragon. Sengoku ultimately agreed to direct talks, and Garp used a private Den Den Mushi to contact his son 295 296 298 299 300.
Service Under the New Government
Following the World Government’s overthrow, Garp became more enthusiastic about his duties because they now aligned with his own sense of justice. When Luffy and Ace decided to join the Marines, he celebrated and brought them to headquarters for formal training 318 319.
Garp and Sengoku agreed to conceal Ace’s parentage to protect him from public resentment toward Roger. At headquarters, Ace would simply be known as Garp’s grandson 319.
Appearance
- Build: Muscular, with prominently developed arms 158.
- Hair: Short; blown about by the force of his aerial attack against Kazu 153.
- Bearing: Stands straight-backed and remains physically vigorous despite being in his sixties 158 205.
- Expression: Frequently wears a broad, toothy grin, including during dangerous fights 38 208.
Personality
Garp is boisterous, irreverent, and habitually informal with his superiors. He barges into Sengoku’s office, picks his nose during conversations, and treats leave as a priority. His friendship with Sengoku is familiar enough that he considers rice crackers sufficient compensation for slipping away without permission 37 38 144.
He relishes close-range combat and actively seeks opponents strong enough to challenge him. Even after Kazu bloodies and overwhelms him, Garp laughs at the opportunity to witness greater strength. His preference for direct fighting does not prevent him from using tricks, including seawater ambushes, when straightforward attacks fail 152 208 209 210.
His loyalty is to justice and the Marines’ future rather than unconditional obedience to the World Government. He despises the Celestial Dragons, acknowledges that Kazu’s crew does not engage in ordinary pirate atrocities, and ultimately chooses cooperation with the Revolutionary Army over sacrificing Marine survivors 156 271 288 298.
Garp’s affection is often expressed through harsh physical discipline, which he calls the “Fist of Love.” Alongside his insistence that Luffy become a Marine, he shows genuine concern for Makino’s welfare and refuses a meeting with Dragon when he believes it would endanger his son 41 158 211.
Abilities & Skills
Unarmed Combat and Physical Strength
Garp fights primarily through punches, physical conditioning, and Haki rather than weapons or Devil Fruit powers 153 154.
- Trades dozens of close-range blows with Kazu in moments 154.
- Propels the Dog-Head Warship by punching toward the sea from its stern 38 40.
- Moves quickly enough to strike Carlmand before he can clearly follow the approach 205.
- Willingly takes a hit to land a counterattack during a close-range exchange 206.
| Technique | Description |
|---|---|
| Fist of Love | The name Garp gives his disciplinary punches against Luffy 41. |
| Fist Bone: Impact | A powerful punch delivered with Armament and Conqueror’s Haki; clashes with Kazu’s attack without direct contact 153 206. |
| Fist Bone: Heavy Cannon | A named punch prepared after Garp releases his Conqueror’s Haki across the battlefield 154. |
| Infinite Fist Bone | A rapid barrage of Conqueror’s Haki-coated punches, producing numerous fist afterimages 210. |
Haki
- Armament Haki: His Haki is more condensed than Kazu’s during their island battle. He can coat his entire body and continues refining its quantity and quality despite already knowing its advanced techniques 76 128 153.
- Conqueror’s Haki: Produces battlefield-wide pressure and black-and-red lightning 153 154.
- Conqueror’s coating: Infuses his fists for contactless clashes powerful enough to split the clouds 153 206.
- Observation Haki: Detects Kazu’s spatial repositioning, but its range is shorter than Kazu’s or Behrens’s. Detecting an attack does not let him overcome Time Stop 155 208.
Geppo and Tekkai
- Geppo: Enables aerial movement, pursuit, and retreat, including returning to battle after being knocked into the sea 152 156 208.
- Tekkai: Hardens his body and substantially reduces the damage from spatial power detonated inside him 154.
Endurance and Recovery
- Sustains an intense half-hour exchange with Kazu without showing ordinary fatigue 207.
- Repeatedly returns to combat after being knocked into the sea 208.
- Remains conscious and mobile after his decisive defeat; resting briefly reduces the pain of his injuries 211 212.
- Retains the formidable recovery associated with his younger days 212.
Training and Pursuit
- Trained Dragon in martial arts and Haki and Aokiji in martial arts 23 35.
- Conditioned his crew to maintain their footing even when his accelerated warship becomes airborne 38.
- Draws on decades of pursuing Roger when assigned to track the Blond Hair Pirates 144.
- Takes Luffy and Ace to headquarters to build their foundations before teaching Haki 319.

Trivia
- The narration jokingly calls Garp a “Take-Back Fruit” or “Retraction Fruit” user because he retracts politically dangerous remarks. This is not an actual Devil Fruit ability: he explicitly rejects eating one because he wants to retain his ability to swim 154 156 211 271.
- He was attempting to break his personal doughnut-eating record when Sengoku summoned him for the Blond Hair Pirates assignment 144.
- Garp identifies Rocks as the strongest opponent he had previously encountered, then judges Kazu’s transformed strength to feel even greater 208.
