Yuzuru cultivated the Little Ten-Tails, formed an alliance with Kaguya, and arranged for her to train Hinata. As the Sea Region Academy neared completion, he attacked the Land of Grass and Land of Earth, prompting the Five Kage to unite against him before Arashi intervened; Yuzuru then returned to his duties and visited Tsunade.

• Yuzuru had Kushina repair Fū’s seal so Chōmei could meet the other Tailed Beasts, then gathered their chakra to cultivate the Little Ten-Tails and transformed into a Six Paths powerhouse.
• Yuzuru met Kaguya through the Little Ten-Tails, agreed to protect Earth from the Ōtsutsuki Clan, and arranged for her to teach Hinata the Byakugan.
• Yuzuru brought Hinata to Ten Thousand Fathom Peak, where Hakujun tempered her body with natural energy and found that she was developing a sage body.
• Yuzuru enlisted Tsunade to use Wood Release and Sage Mode to build the Sea Region Academy, then arranged for crews and Mabui to finish preparing it.
• Yuzuru destroyed much of Kusagakure and killed the Land of Grass’s daimyo and nobles, then froze the Land of Earth’s daimyo, drawing a bounty and a Five Kage Summit.
• Mei Terumi presented the Sea Region Academy and its Scientific Ninja Tools to the Kage, secured payment from their villages, and helped them agree to an alliance against Yuzuru.
• Yuzuru attacked the Five Kage, but Arashi confronted him and later escorted the Kage home, and afterward, Yuzuru and Mei Terumi spent the night together.
• Yuzuru discussed stepping down as president with Mei Terumi, visited Mikoto, and then found Tsunade working in the hospital analysis room.

Yuzuru established the Sea Region Academy, drew students and clans away from Konoha, and expanded his plans for the Land of Water while advancing Orochimaru’s technology. Kaguya trained Yuzuru in powerful techniques and kept him close, while the academy and its growing influence reshaped the Shinobi World around him.

• Tsunade warned that Kimimaro needed a year of treatment and must stop using his bones, while she used Sasuke’s blood to strengthen Itachi and Yuzuru planned to seek a cure from the progenitor of chakra.
• Yuzuru visited Kaguya, demonstrated his Space-Time Body and Nine Tomoe Sharingan, and learned that Itachi’s Susanoo artifacts were damaging his body, and Kaguya drew chakra from the Ten-Tails and made Yuzuru pay for her help with prolonged attention.
• Yuzuru resigned as president, made Mei Terumi his successor, and became education minister and academy principal as villages sent children to compete for places at the Sea Region Academy.
• Yuzuru brought Konoha’s children to the academy, rejected two Root trainees, and introduced the school as a place to educate a new generation, and Konan took up her role as principal and welcomed Ajisai.
• The academy opened classes for students including Hinata, Naruto, Sasuke, Rock Lee, and Shikamaru, while Yuzuru challenged them to examine the Shinobi World and Kurenai taught them to use Scientific Ninja Tools.
• Shikamaru concluded that the Shinobi World was a painful cage, and Shikaku, Inoichi, Chōza, and Torifu agreed to move the Ino-Shika-Cho clans to the Sea Region Academy rather than remain in Konoha.
• Orochimaru showed Yuzuru advanced prostheses, a mechanical body, a chakra-guided cannon, and completed aerial battleships, and Yuzuru arranged for black liquid found in the Land of Wind to be processed as fuel.
• Kaguya trained Yuzuru in Ōtsutsuki Taijutsu and the Eighty Gods Vacuum Attack, told him how she gained her power and why she could defeat Isshiki, then stopped him from leaving before he had paid his tuition.

Yuzuru captured Urashiki, helped adult Sasuke and Boruto understand the alternate timeline, and continued building the Sea Capital’s power while drawing clans away from Konoha. The arc ended with Sasuke and Boruto returning from Konoha with the inactive Karasuki for Yuzuru to examine.

• Yuzuru and his allies defeated and sealed Urashiki, then showed adult Sasuke and Boruto the timeline in which Yuzuru had never existed and Naruto had suffered a miserable childhood.
• Adult Sasuke stayed in the Sea Capital, treated Itachi’s illness, and trained Young Sasuke, while Boruto trained with Minato and Kushina and learned about the gulf between their worlds.
• Tsunade and Orochimaru restored Itachi’s health and helped him regain his Mangekyō abilities, while Tsunade began working at the academy and Yuzuru told her that her body was undergoing a transformation.
• Orochimaru developed the Heavenly Eye, and Yuzuru and Mei Terumi began reforming the military around new technology and weapons, with Yuzuru declaring that enemy ninja would be expendable.
• Yuzuru secretly transported the Ino-Shika-Cho families from Konoha to the Land of Water, where Shikaku, Inoichi, and Choza accepted the Sea Capital’s rules and the end of the ninja age.
• Hiruzen Sarutobi and Konoha’s elders discovered that the three clans had vanished, while Shikaku settled his family in the Land of Water and accepted Minato’s invitation to work in the military district.
• Sasuke and Boruto traveled to Konoha to seek change and find Karasuki, but could not activate it, so they returned to the Land of Water and brought the device to Yuzuru.

Yuzuru helped Tsunade and Naruto’s world overthrow the shinobi system and form the Earth Federation, then returned home with Tsunade and Shizune. As the newcomers settled into life in the Sea Capital, Yuzuru resumed overseeing its leaders and affairs.

• Yuzuru defeated Isshiki, destroyed Kara’s base, and returned to Konoha after the Ten-Tails devoured Isshiki and Jigen.
• Yuzuru explained his reforms to Tsunade, who decided to help end the shinobi system and asked Naruto, Sasuke, and Konoha’s leaders to join her.
• Naruto and Sasuke failed to persuade the other villages, so Yuzuru led a forced campaign with reanimated shinobi, and Tsunade chose to support him.
• Yuzuru conquered the hidden villages, showed Kirigakure the Sea Capital’s future, and helped establish the Earth Federation under Sasuke, with Mei Terumi as second-in-command.
• As Yuzuru prepared to leave, Tsunade chose to go with him, and Shizune joined them through the spacetime passage.
• Yuzuru brought Tsunade and Shizune to the Sea Capital, where Hikari welcomed them, and the two Tsunades and Shizunes shared their memories through Infinite Tsukuyomi.
• The two Tsunades agreed that the newcomer would stay and train, while Yuzuru checked in with Mei about the Sea Capital’s reforms, surveillance, academy, and staffing.
• Yuzuru spent time with Kurenai, Hikari, and Mei, handled Federation documents, and went to visit Konan.
