• Yuzuru negotiated oil and mineral deals with Rasa, bringing Sunagakure’s workers into the Land of Wind’s mines and oil fields while planning to provoke conflict with its daimyo.
• Yuzuru ordered Nagato and Akatsuki to make money and spread panic, then sent Kabuto to oversee operations in the Land of Wind.
