History

Founding and early administration

Konoha was founded by Hashirama Senju and Madara Uchiha to end the era of clan warfare. Seeking to maintain peace between the major villages, Hashirama distributed the Tailed Beasts among the other great ninja villages while retaining the Nine-Tails in Konoha. 89

After Hashirama's death, Tobirama Senju assumed control. He established the Ninja Academy, completed the Konoha Hospital, created the Will of Fire, and later founded the Anbu. These institutions became the foundation of Konoha's long-term stability and military structure. 93 107

Sarutobi administration

During Hiruzen Sarutobi's tenure, Konoha suffered from indecisive leadership. The Uchiha Clan was annihilated, Naruto Uzumaki was mistreated and isolated, and Danzō's influence deepened within the village. These failures ultimately led the previous Hokage to judge Hiruzen unworthy of joining their group. 9

Hiruzen, Danzō, Koharu Utatane, and Homura Mitokado later stepped down. Kitahara Kaede became the Fifth Hokage and Kakashi Hatake the Sixth Hokage. 96

Kaede and Kakashi's dual-Hokage era

Konoha publicly adopted a dual-Hokage system under Kitahara Kaede and Kakashi. The new administration introduced Impure World Reincarnation to restore shinobi killed while defending the village, presenting them to the public as Konoha's past heroes. 113

Kaede's revival program began with 200 people and expanded beyond 400 revivals after families sought the return of their deceased relatives. The program sharply increased Konoha's morale, manpower, and support for Kaede's rule. 104

During this period, Konoha announced the destruction of the Cloud Village and warned that any future aggressor would share its fate. 113 Sand Village and Kirigakure were subsequently integrated into Konoha, including their living shinobi and reanimated dead. 178

Later role in the Ninja World

Konoha's growing power made it the central force behind broader Ninja World reforms. Kitahara Kaede sought to make Konoha the Ninja World's center rather than merely preserve it as one village among others. 717

As threats from the Ōtsutsuki emerged, Konoha became a command center for inter-village coordination. The Five Great Ninja Villages and smaller villages formed the Ninja World Alliance Headquarters to organize resistance. 620

• Konoha is situated centrally among the five great nations, allowing it to draw shinobi with diverse chakra natures. 663
