Background / History
Leon Castor founded the organization as the Umbrella Corporation at the CDC, intending to organize survivors as employees who would protect themselves and humanity. Its original three departments were Security, Engineering, and Logistics. 5 7
The early corporation recruited survivors through interviews, job assignments, material incentives, and a Contribution Point system that tied rank and work to living standards and exchangeable supplies. Its initial wage structure prioritized warriors, followed by technicians, civil servants, laborers, and the weak or disabled. 9 17 19 24
After incorporating survivors and resources throughout Georgia, Umbrella Corporation ceased operating as a private company on June 1, 2012. It was renamed the United Human Community, commonly called the Human Alliance, with Leon becoming President rather than emperor. Former employees automatically became residents with defined rights and obligations under a new constitution. 129
The reorganization followed an internal crisis caused by Freemason infiltration. Leon centralized authority, promoted supporters, placated wavering officials, and imprisoned firm opponents such as Rick before implementing the reforms. 126
Under the Outpost Network Plan, the Human Union began deploying advance teams throughout the United States to recruit survivors, establish outposts, and collect regional intelligence. 132 By the following years, it had consolidated Georgia and Florida, maintained more than one hundred outposts elsewhere in America, and developed into a semi-militarized society of over 50,000 residents. 161
The Human Union later covertly backed the Federation’s commoner rebellion, then moved to integrate the weakened Federation territory. During the process, its population approached 80,000 residents. 197 199 200 201
Population and Development
| Period | Documented scale | Notes |
|---|---|---|

| Georgia-wide reorganization | 1,260 Security personnel; 620 Engineering personnel; over 6,150 Logistics personnel | More than 1,000 Raider prisoners were also held; Georgia had roughly 9,000 surviving people in total, including independent groups. 129 |
| Early Human Union | Over 7,000 employees; over 2,000 soldiers | Operated 13 farms, 50 factories, four military fortresses, and more than a dozen outposts. 143 |
| Outpost Network expansion | 15,000 total members | Included more than 3,000 people in outposts and more than 4,000 in Florida. 155 |
| Post-nuclear-war consolidation | Over 50,000 residents | Controlled its Georgia and Florida territories while maintaining over 100 external outposts. 161 |

| Institution | Leadership | Responsibilities |
|---|---|---|
| Presidency | Leon Castor | Directs the Human Union’s military, expansion, diplomacy, and overall development. 129 |

| Industry Department | Professor Thomas | Establishes industrial systems and supports development and production. 129 |
| Research and Development Department | Professor Jacob | Leads industrial, biological, and technological research. 129 |
| Civil Affairs Department | Andrea | Oversees law, commerce, education, health care, personnel assignments, and wages. 129 |

| Police Department | Kevira | Maintains public order, enforces law, mediates resident–leadership relations, and handles internal security threats. 129 132 |
| Secretariat | Temporarily managed by Avril | Functions as Leon’s think tank, handling administrative matters and providing advice. 129 |
Resident Rights and Duties
Former Umbrella Corporation employees became Human Alliance residents during the reorganization. Residents were granted compulsory education, medical subsidies, pensions, personal safety, freedom, and respect; in return, they were required to obey Human Alliance orders and could face legal sanctions for harming its interests. 129
The organization also provides pensions to families of personnel killed in combat: 50% of the deceased employee’s weekly wage for 20 years. 82
External Policy
| Other survivors | Stated Human Union response |
|---|---|
| Raiders or hostile groups | Defeat them; accept those who surrender and assign them labor to atone for previous crimes. 134 |
| Peaceful survivors | Recruit them as members, provide protection and resources, and assign work according to their abilities. 134 |
| Groups unwilling to join | Seek cooperative relations, trade resources, and provide mutual assistance where possible. 134 |
In practice, the Human Union’s policy is pragmatic rather than purely charitable. It refused Alexandria’s request for an alliance in favor of trade, stating that it emphasized “equality, mutual aid, and fair exchange,” not selfless dedication. 142
Operations and Capabilities
Military Forces
The Military Department fields professional soldiers under General William and five Colonels—Merle, Daryl, Frank, Glenn, and Aji—each assigned a legion. 129
- Maintained a Tank Corps of 200 M1A1 Abrams main battle tanks during the Human Alliance’s founding parade. 129
- Operates armed drones, armed mechanical dogs, reconnaissance drones, armored vehicles, helicopters, naval forces, and military fortresses. 83 102 144 201
- Uses an elite Stinger Squad for high-risk combat, reconnaissance, and outpost establishment. 132
- Requires military personnel to undergo extensive training; the Military Academy had over 4,000 cadets, while regular soldiers completed a three-year training period. 162
- Expanded recruitment and imposed weekly military training for able-bodied residents aged 18 to 50 in preparation for war with the Freemasons. 206
Outpost Network
Leon created the Outpost Network Plan to establish a Human Union presence across America within one year rather than wait for gradual territorial expansion. 132
- Outposts recruit isolated survivors and gather regional intelligence. 132
- Initial advance scout teams combined two Stinger Squad members with five of Daryl’s personnel. 132
- More than 30 outposts had been established across most U.S. states within six months of the plan’s launch. 148
- The network later exceeded 100 outposts beyond the Georgia and Florida core territories. 161
Industry, Agriculture, and Civil Development
The Human Union rebuilt a functioning civilian economy rather than focusing solely on armed forces. 129 154
- Developed farms, livestock breeding operations, factories, fuel processing, coal mining, metal smelting, wood processing, and manufacturing facilities. 106 129 143
- Built schools, hospitals, shops, parks, housing, and entertainment venues including a cinema, dessert shop, and bar. 137 149
- Connected the Georgia and Florida bases with a railway system. 161 168
- Used the Contribution Point system to distribute supplies and link work performance to quality of life. 19 24
- Prioritized specialist recruitment, treating surviving technical personnel as valuable remnants of the Old Era. 17 161
Research and Zombie Technology
The Human Union maintains extensive biological and technological research programs focused on the Zombie Virus, mutations, weapons, and medical treatment. 106 129
- Researchers identified Z Element from the Spider Monster as a possible Zombie Virus inhibitor, though it carries a mutation risk. 106
- Studies infected humans, mutant zombies, parasites, and bioweapons recovered from hostile laboratories. 50 137 189
- Developed enhancement serums, hypnotic agents, corrosive heat guns, corpse-odor spray, and other zombie-related auxiliary products. 201
- Developed miniature nuclear batteries, large electric vehicles, and first-generation power armor. 197
- Power armor increases carrying capacity by three to five tons or more and can mount heavy armor and weapons, though its first generation has coordination and handling flaws. 197
Intelligence and Internal Security
The Human Union uses satellite surveillance, reconnaissance teams, spies, and its outpost network to monitor threats. 132 136
- Kevira oversees internal security as Police Minister after Freemason infiltration revealed that unknown spies remained within the organization. 132
- Professor Marlock’s research center conducts hypnosis and brainwashing; the Human Union used these capabilities against spies and later in covert Federation operations. 132 197
- During the Federation’s internal strife, Human Union agents secretly armed rebels, used the Salvation Army’s name as cover, and were authorized to kill or control key figures if necessary. 197
- The organization’s covert intervention helped trigger the Federation’s revolution and subsequent integration into the Human Union. 199 200
