City of Wealth continued to decline as trade shifted to Port Tyler and Shipwreck Bay, where Throat Cutter’s Command Flags offered merchants protection from pirates. After a formidable fighter killed twelve people in an alley, a young man with a legendary Lucky Coin planned to kill Throat Cutter.

  • Two shop owners discussed rising prices, disrupted southern trade, and merchants moving to Port Tyler and Shipwreck Bay.
  • The shop owners heard a scream and called the guards, who found twelve corpses in an alley.
