Background / History
S.H.I.E.L.D. is nominally a global organization, though its operations are generally concentrated in the Americas. The five major powers of the World Security Council provide its appropriations and attempt to constrain it through financial oversight and personnel infiltration. Maria Hill, its Executive Director, reports directly to the Council and assesses Nick Fury's leadership. 12
Howard Stark founded the Science Strategic Corps, which later developed into S.H.I.E.L.D. Wei Xiuming later identifies S.H.I.E.L.D., Hydra, and Leviathan as ideological successors to the ancient Shield Brotherhood, united by access to advanced technology, super-soldier research, and ambitions to direct humanity's future; Nick Fury remains skeptical of this account. 174
