Background / History

Nick Fury leads S.H.I.E.L.D., a nominally global organization funded by the five major powers through the World Security Council. Aware that the Council uses funding and agents such as Maria Hill to constrain him, Fury secretly feeds selected false intelligence through Hill to secure additional funding for hidden bases and operations. He also builds an independent agent network financed through covert corporate holdings, particularly shares in Stark Industries. 12

He first encounters Wei Xiuming after the latter breaches S.H.I.E.L.D.'s network to place a message on Fury's office computer. Fury rejects Wei's initial claims without proof, yet continues investigating him openly and covertly for more than a year. Wei's intelligence on Shuka, Hydra, Xenomorphs, vampires, and future threats gradually proves too valuable to dismiss. 4 12
