History
Founding-clan era
Konoha was founded by the Uchiha and Senju clans. The Senju held the Hokage position for its first two generations, while the Uchiha remained the other dominant founding clan. 2 13
During the First Ninja World War, the Senju faction bore much of Konoha's war effort against Kumogakure. Its direct-line members were severely depleted on the battlefield, leaving the clan in visible decline by the time of Senju Tobirama's death. 3 14
Tobirama's death created a succession crisis between the Senju and Uchiha. Mito Uzumaki called for a village-wide Jonin assembly to elect the Third Hokage, seeking to prevent an open clash between the two founding clans. 14 21
Uchiha administration
Uchiha Takeyasu returned from the front as a celebrated war hero after killing the Second Raikage, allowing the Uchiha to publicly challenge Senju political dominance. 13 17
Following the succession struggle, Takeyasu became Hokage. His administration began restructuring Konoha's security, education, military, and economic systems while expanding Uchiha influence through those institutions. 37 46 62
A banquet formally marked the beginning of Konoha's “new chapter” under Takeyasu's leadership, with major clan heads and former Anbu Kage-level figures in attendance. 38
Capital of the Ninja World
Takeyasu's rule extended beyond Konoha after the establishment of the Black Horn Domain and the promotion of Chakra Extraction Techniques throughout the Ninja World. 91
He later discarded the Hokage title and declared himself the Ninja World Head of State, naming Konoha the capital of the Ninja World. 110
After the ninja villages were unified under Konoha's banner, the Ninja World Continent was reorganized into six provinces. Konoha became the Fire Province, while its capital was designated the Ninja World's sole main city. 217 225
Urban Development
| Period | Development |
|---|---|
| Early village layout | The core district contained the Hokage Building and the large Uchiha and Senju compounds. Kage-level clans occupied much of the central district, while ordinary villagers and merchants lived in the outermost area. 14 26 |
| Post-reform city plan | The former core, central, and outer districts were reorganized into the first, second, and third rings of the main urban area. 93 |
| Outer city | More than seventy percent of Konoha's population lived beyond the third ring. Outer City Districts One and Two were established, while District Three was built to house 500,000 people. 93 |
| Population growth | Konoha's resident population exceeded 700,000 after three years of rapid development, approached 800,000 shortly afterward, and later surpassed one million. 93 114 221 |
| Construction | The Ministry of Construction was established as population growth and expansion increased the demand for new urban districts and infrastructure. 114 |

| Judicial Bureau | Formed to develop and formalize Konoha's judicial system. 169 |
Education
Konoha's education reforms divided ninja schooling into Primary School and Higher Education Department systems. Children begin at age six and receive six years of foundational instruction before progressing toward advanced ninja education. 46
| Institution | Notes |
|---|---|
| Primary Ninja Academies | Initially organized into East and West District academies. Their number later expanded into dozens or hundreds across the city and outer districts. 46 93 |
| Higher Education Department | Initially ranked equally with the Primary School system; graduates of the Ninja Academy enroll here for further training. 46 |
| Three Higher Education Ninja Academies | Controlled by the Uchiha, Hyuga, and Senju clans. 93 |
| Science Academy | Established through the work of former primary-school principals and used to research advanced tools, energy sources, and recovered phenomena such as the Ghost Ship. 93 163 |
- Former Anbu members were encouraged to become teachers, trading higher field pay for greater institutional influence. 46
- The Uchiha offered free katanas and maintenance to students and Konoha ninja, tying weapon access to education and loyalty. 46
- Uchiha swordsmanship was integrated into advancement incentives: Jonin could exchange promotions for advanced Uchiha techniques, while Genin and Chunin learned common styles. 37
Security and Law Enforcement
Security Bureau
The original Uchiha-controlled Konoha Security Department was divided into East, South, West, and North subdivisions. Each subdivision had 17 members and four squads, with Two Tomoe Uchiha serving as the minimum squad-member standard and Three Tomoe Uchiha leading squads. 23
Under Takeyasu, the Security Bureau expanded from four squads to eight. Each squad was divided into four four-person platoons, led by Jonin; Uchiha Naori became Director and Uchiha Kaku Deputy Director. 62
Public order
- Ninja combat is prohibited outside the Black Horn Domain. 94
- Konoha's laws treat unlawful fighting as a serious offense; investigators can track evidence left even in uninhabited areas through the village's extensive secret techniques. 94
- The Black Horn Domain functions as the designated zone for violent competition, territorial contests, and promotion battles. 91 94 110
- Uchiha patrols actively dismantled criminal organizations across the Ninja World Continent, gaining a reputation for pursuing corrupt officials and violent offenders. 226
Military
| Period | Strength and deployment |
|---|---|
| After the First Ninja World War | Konoha had roughly 3,000 ninja on its roster. About 600 returned to the village, while 2,400 remained stationed on the Land of Fire's northeastern, northwestern, and southwestern borders. 62 |
| Early Ninja World era | Konoha possessed more than 4,000 combat ninja, including 400 Jonin and more than twenty Kage-level combatants. 114 |
| Life Ninja workforce | Konoha fielded 80,000 Life Ninjas, roughly one-third of the Ninja World's total at the time. 110 119 |
| Mana Continent operations | Konoha directed the Central, Northwest, and Southeast Ninja Armies, while the Royal Court Ninja Army served directly under Takeyasu. 139 173 |
Royal Court Ninja Army
The Royal Court Ninja Army was established as an elite force commanded by Uchiha Takeyasu, with Uchiha Hikari appointed deputy commander. 179
- Its Uchiha elite wore red samurai armor supplied by the Ninja Cat Clan and enhanced by three auxiliary spells from the Science Academy. 179
- The equipment increased an Uchiha Jonin's combat ability by roughly one to two tenths. 179
- The army was assigned to the Kazu Plains to confront and annihilate the forces of the Great Tomb. 173
Economy and Technology
- Konoha initially relied heavily on financial aid from the Land of Fire's Daimyo, but Takeyasu sought to diversify revenue through weapons, missions, education, and Chakra-based industry. 37
- Mission commissions were taxed, with part of the revenue used to subsidize Uchiha weapon production and maintenance. 37
- Earth Release-built roads connected nations to Konoha, encouraging trade routes and market towns. 93
- Space-Time Teleportation Arrays became a major transport network. Combat ninja could use them freely for missions, while civilians and merchants paid fares. 94
- Zero-Tails Chakra supplied teleportation infrastructure and was treated as a scalable energy source for Konoha's development. 96
- Chakra-powered buses operated within the city, while Konoha also planned Chakra-powered trains, automobiles, aircraft, and ocean-going ships with allied nations. 94 224
