Background
The Sharingan is the Uchiha Clan's hereditary dōjutsu. It is distinct from merely possessing Uchiha blood: Kitahara Kaede first received a “standard Uchiha Clan bloodline,” then later awakened the Sharingan itself. The bloodline fusion increased his Chakra reserves more than tenfold before the eye awakened. 2
An outsider may possess a transplanted Sharingan, as Hatake Kakashi does, but cannot awaken one independently without Uchiha blood. Non-Uchiha users also cannot normally deactivate the eye, creating a continual Chakra burden. 2 9
