Background

Dragon is the leader of the Revolutionary Army and a native of Goa. While passing through Loguetown, he sensed Wang Shi's rising presence and investigated the newly prominent emperor of his homeland. Although Dragon considered Wang Shi a possible future enemy, he hesitated to assassinate him because Goa's policies were comparatively lenient and its citizens' lives were improving. 39

He nevertheless attacked Wang Shi in Loguetown, severely wounding him and destroying half of the Pirate King Execution Platform. The attack prompted harsh World Government retaliation against the Revolutionary Army, costing it dozens of squad leaders, hundreds of members, and injuries among East Army personnel. Dragon regretted creating a powerful enemy after learning that Wang Shi had survived and awakened Conqueror's Haki. 41

When Dragon returned to Goa, Wang Shi exploited his knowledge of Luffy, Koushiro, and the Revolutionary Army's headquarters to force Dragon into teaching Conqueror's Haki coating.
