Background / History

The Celestial Dragons were the ruling noble class of the World Government, sustained by Heavenly Tribute collected from affiliated nations. The Government tolerated internal coups and changes of monarchs in member states so long as tribute continued to be paid, prioritizing the institution's operation and the Celestial Dragons' extravagant lifestyle over local rule. 1 167

They regarded themselves as descendants of gods and stood above ordinary royalty. The World Government considered no kingship comparable to their status, and its highest officials treated their lives as too valuable to risk against powerful “lower-world” enemies. 115 220

Their elite enforcement arm, the Holy Knights, was composed of Celestial Dragons and could judge or execute other Celestial Dragons. Holy Knights and the Five Elders were said to have their lives controlled by the King of the Celestial Dragons; their modifications included immortal bodies and Abyss marks that enabled forced teleportation. 204

The Celestial Dragons held a triennial Native Purge Tournament, selecting islands from non-member nations for slaughter as entertainment and as a means of cultivating elite members. Holy Knights were described as the absolute elites forged through this practice. God Valley was selected for such a tournament thirty-six years earlier, drawing Holy Knights, Marines, the Rocks Pirates, and the Roger Pirates into war. 231 232

Five Elders

The Five Elders held the highest public authority in the World Government and were among those whose lives were controlled by the King of the Celestial Dragons. Holy Knights

The Holy Knights were elite Celestial Dragon enforcers with authority to judge and execute fellow World Nobles. Their immortal bodies made conventional injury ineffective, though advanced Conqueror's Haki could destroy that immortality. 204 220 272

Recruitment of Wang Shi

Shamrock and Gunko offered Wang Shi the chance to become a Celestial Dragon and Holy Knight. The offer required him to abandon his position as Goa Emperor, his empire, and his women; Wang Shi initially refused to accept those terms. 220 222

After Wang Shi killed Saint Charlos, the Figarland family intervened and exempted him from responsibility, demonstrating the family's influence over Celestial Dragon affairs. 365 371

Imu later granted Wang Shi the titles of King of East Blue and Celestial Dragon, along with authority over East Blue's Heavenly Tribute and the rebuilding of the Marines. His queen and four recognized imperial consorts were also made Celestial Dragons. 454

New Twenty Kings Plan

As the World Government weakened, Imu removed weak Celestial Dragon families and opened their positions to powerful royal families willing to support the Government in war. This plan expelled seven of the nineteen families and used the prospect of Celestial Dragon status to recruit allied nations. 480

Fall of Mary Geoise

Following Imu's defeat, Celestial Dragons attempting to flee Mary Geoise were blocked by hostile fleets and hunted by pirate captains and former victims seeking revenge. None escaped. 521

Wang Shi subsequently declared the end of Celestial Dragon rule and founded the World Alliance Government. 521 522
