Desperate and on the verge of death, he seized a Devil Fruit and consumed it without hesitation, gaining its mysterious powers. With these abilities, he quickly rose through the ranks of Terminal Town’s thugs, earning their submission through violence. His ambition soon turned outward, and he prepared to set sail as a pirate or bounty hunter 1.

Usurping the Throne

News reached Wang Shi that the Goa Kingdom’s king and prince had died mysteriously. Recognizing an opportunity, he infiltrated the royal palace and discovered a conspiracy: Outlook III, his wife Didit, and Stelly, the princess’s fiancé, had plotted the assassinations to seize the throne. Wang Shi captured them, extracted confessions, and killed the trio. He then saved Princess Sally Nandcarnet, who had been unaware of the plot and was targeted by the Outlook clan for her status. Facing a power vacuum and fearing further rebellion, Sally agreed to make Wang Shi her husband and the new king in exchange for protection and stability 1.

The next day, the royal garrison eliminated the Outlook family. Wang Shi was announced as consort and heir. However, General Outlook Ampera led a rebellion of five hundred soldiers loyal to the fallen clan. Princess Sally asked Wang Shi to demonstrate his strength; he displayed his terrifying Exile Ability and slaughtered the entire rebel force. This massacre earned him the reputation of a demon among the soldiers and nobles. No one dared oppose him when he married Sally and was crowned King of the Goa Kingdom. Expansion of the Goa Empire

Soon after ascending the throne, Wang Shi set his sights on unifying the East Blue. Within a week, his forces conquered the Moonlight, Organ, and Konomi Kingdoms. King Ba Dodeshinai of the Flaws Kingdom assembled opposition with the Sasba Kingdom. Wang Shi attacked the Flaws Kingdom overnight, beheaded Ba Dodeshinai, annexed Flaws, and forced Sasba IX to surrender. The Goa Empire then encompassed eight nations 17 32 33.

Wang Shi consolidated his rule by reducing taxes and winning popular support. He gained influence over local Marine branches after exposing corruption, built commercial connections, and turned figures such as Bartolomeo into loyal assets 17 20 36.

Confrontation with Dragon

During a visit to Loguetown to see Roger’s execution platform, Wang Shi attracted Dragon’s attention. Dragon considered him a potential threat but hesitated because Goa’s policies were improving the lives of ordinary people. When Dragon confronted Wang Shi, a battle erupted. Wang Shi used his Time Domain, but Dragon’s Conqueror’s Haki overwhelmed and severely wounded him 39 40.

Wang Shi survived due to his followers’ intervention and Kaya’s treatment, awakening Conqueror’s Haki in the process.
