The Five Elders believed Marine Headquarters or the Holy Knights could easily suppress Wang Shi, Issho, and Aramaki if necessary. 115

Despite concern over Goa's expansion, the Government sought to benefit from it indirectly. It considered using Wang Shi, Doflamingo, and CP0 agent Stussy to influence the Four Seas underworld and constrain the Four Emperors. 186 209

Attempts to preserve global balance

The explosive expansion of the Whitebeard Pirates alarmed the Government, which feared the collapse of the Four Emperors balance and the rise of another Rocks-like force. It joined Marine Headquarters and the other Three Emperors in an informal alignment to suppress Whitebeard. 227 229

Conflict with the World Alliance

After Imu's existence became public, the Government's relationship with the Goa Empire and Marine Headquarters fractured. The World Alliance formed as a rival bloc, while many Shichibukai withdrew or ceased answering Government summons. 452 456

The Five Elders attempted to use Wang Shi as a proxy against the Three Emperor Alliance, offering a 100 billion Belly Seastone order, 50 billion Belly in military sponsorship, and Devil Fruits for Poneglyphs. Wang Shi accepted while using Stussy's intelligence and Vegapunk's deception to manipulate the arrangement. 466

Final War and downfall

When Wang Shi discovered Uranus, Imu mobilized all available forces to stop him from claiming it, prepared to destroy the world rather than let him gain control of the weapon. 485

The final war began with the World Alliance besieging the Five Elders and other Government forces. The Revolutionary Army and Whitebeard Pirates assaulted Mary Geoise, targeting the Celestial Dragons' grain stores while covering Luffy's attempt to rescue Shanks. 491
