History

Early containment era

The Nine-Tailed Fox initially operated as a heavily armed containment force. During Operation Bee Catch, 320 soldiers infiltrated the Nanyan building to capture the Queen Bee, Designation 004; Zhang Jinsong commanded the operation. 23

Its early successes included the containment of 001 Mimic, 002 Deep One, 004 Queen Bee, and 009 Splitter. It failed to contain 003 Invisible Man and 005 Wall Breaker. 46

The organization suffered severe losses against anomalous threats. Yang Yan's conventional-weapon immunity forced Zhang Jinsong to order a retreat and transfer the captured Siren. 32 Later casualties left Spirit Master and Taotie as its only combat-capable A-Class personnel; Cobra, Spider, and Shadow were dead, while Future's Eye had been crippled. 54

Qin Leng's reform

Qin Leng consolidated control during a large-scale internal reform, declaring that the Nine-Tailed Fox would have only one commander. 66 He secretly negotiated with Nairasojin and merged elements of the Chaos Splitters into the organization. 66

Under Qin Leng, the Nine-Tailed Fox expanded its specialized forces, acquired Mithril weaponry, and used carefully planned decoy operations against hostile factions. 98 119 Following the Sahara Incident and reports of Qin Leng's death, it relocated personnel and facilities to the Eye of the Sahara and the Atlantic Ocean, then publicly adopted the name Bureau for the Containment, Control, and Protection of Anomalous Objects. 160

Bai Ye's administration

After Qin Leng ascended to a higher dimension, Bai Ye became his successor and chief of the O5 Council. 336 356 Under Bai Ye, the organization expanded worldwide and increasingly relied on Containment Objects, coercive containment, and uncompromising military measures. 336 338

Bai Ye mobilized the organization against the Monster Alliance, preparing a major battle at headquarters while using the operation as a trap for invading Sequences. 364 371 His apparent death during the Nine Stars Alignment destabilized the organization, after which 069 temporarily replaced him at a containment branch. 379 382

Public emergence

During the Age of Panic, the Nine-Tailed Fox publicly disclosed the existence of Containment Objects and presented itself as humanity's long-standing shield against monsters. 388 Its public reputation rose sharply as global fear spread, though former personnel such as Nightmare questioned whether the organization itself had become monstrous. 391

Qin Leng later reappeared as Head of State and sought new allies, including Lin Feng, while reaffirming the Nine-Tailed Fox's stated policy of containment rather than extermination. 485

Anomalous containment

The Nine-Tailed Fox classifies and imprisons monsters, derivatives, and anomalous items as Containment Objects. Its early record included capturing 001, 002, 004, and 009. 46
