Zhongli Wu leads the Holy Spirit Cult, an organization of Evil Soul Masters that includes numerous Title Douluo-level elders. He accepts powerful Evil Soul Masters who voluntarily join the cult and regards each new powerhouse as an increase in the cult's strength. The cult also acquires talented recruits through deception or abduction, forcing them onto the evil path after initial resistance. 96

The Holy Spirit Cult became the Sun Moon Empire's state religion, and Zhongli Wu established the Xishui Alliance in Mingdu to conduct underground business on the cult's behalf. As the empire's Imperial Preceptor, he is aware of Xu Tianran's military ambitions and the coming continental war. 79 103

Alliance with the Dawn Organization
