The Heavenly Dao is the governing will of the Primordial World, possessing authority over its timeline, causality, fate, and established destinies. Though it lacks conventional life, it has instincts—particularly the instinct to suppress forces that could transcend or destabilize it. Its authority is rooted in the Primordial World's origin and its control of all order. 44 104

It first visibly manifests before the Primordial beings when Zhu Jiuyin considers having Houtu replace Nuwa in creating humanity. This potential alteration creates a new branch in the Rivers of Time and Fate; the Heavenly Dao recognizes that Houtu could thereby unite the Earthly Dao and Humanity Dao, threatening its primacy. It descends outside the Witch Race's ancestral land as the Eye of the Heavenly Dao. 44

The Heavenly Dao subsequently treats the Witch Race as a major threat. It attacks their ancestral land with Purple Heaven Divine Lightning, eventually escalating from ten thousand to one hundred thousand bolts after Pangu Hall's barrier endures its first assault. It also severs the Witch Race's connection with the Primordial World, confining them to their ancestral land. 46 51

Its relationship with its spokesperson, Hongjun, is tense and mutually dependent. Having granted Hongjun part of its origin during their merging process, it cannot simply suppress him when he threatens the Primordial World. Hongjun repeatedly influences its decisions, including persuading it to preserve his position as spokesperson despite its interest in Zhu Jiuyin's vision. 73 108

As the Earthly Dao, Humanity Dao, Underworld, and Heavenly Court develop, the Heavenly Dao's stance gradually shifts.
