Background / History
Clay formerly served as the first mate of a pirate crew. As his strength grew, his captain became jealous and viewed him as a threat. During a banquet, the captain drugged him and sold him to a slave auction house. 14
He was auctioned on Litan Island while restrained by explosive collars around his neck, wrists, and ankles. The collars were laced with Seastone and designed to detonate if he moved too far from their controller. Carl purchased him for 200 million Berries. 13
After Carl removed his restraints, Clay fought off pirates attempting to rob them. Impressed by Clay's ability and obedience, Carl accepted his request to join her team. Clay thereafter resolved to pledge his life to Carl. 14 20
Clay was born in the Fish-Man District and never knew his mother, who had been captured by human traffickers shortly after his birth. His father raised him alone until leaving to search for her when Clay was twelve, after which he likewise vanished. Clay survived alone in the district, eventually becoming a respected local leader who protected weaker Fish-Men rather than exploiting his status. 59 60
After Carl authorized him to recruit Fish-Men, Clay returned to the Fish-Man District and offered its residents a chance to leave its violent, hopeless conditions under the protection of the Rocks Pirates. He personally led the first wave of emigrants toward Cake Island, while Zack, Bulin, Cassia, and Norman organized the remaining groups. 58 59 60
Appearance
Clay is a towering Fish-Man, standing over three meters tall, with an appearance noted as somewhat similar to Jinbe. 13
- Tiger Shark Fish-Man, a species described as the physically strongest among Fish-Men. 13
- Possesses a sturdy, imposing physique. 13
- Was first seen wearing explosive, Seastone-laced slave restraints. 13
Personality
Clay is fiercely loyal, respectful, and emotionally invested in Carl's safety and ambitions. He readily follows orders, repeatedly volunteers his service, and treats Carl's trust as something to be earned through absolute obedience. 14 20 24
He is protective toward Long Yi and Long Er, despite initially being reluctant when assigned to care for them. He supervises their training, worries when they evade his watch during battle, and takes responsibility for their safety. 21 30 31
Clay is deeply affected by the oppression of Fish-Men. Carl's plan to let him recruit Fish-Men for a maritime team moves him to tears, as he hopes it can reduce the slave trade targeting his people. 42
His own childhood hardships gave him a strong sense of responsibility toward other Fish-Men. After gaining influence in the Fish-Man District, he protected vulnerable residents rather than bullying them, and he remains determined to locate his missing parents and punish those responsible for their abductions. 60
Clay is diligent, organized, and cautious in administrative matters. He manages large-scale construction, military deployment, intelligence gathering, and island security, while carefully verifying the reliability of informants before presenting their intelligence to Carl. 62 188 279 296

- Defeated dozens of armed pirates alone in a confined alley. 14

Fish-Man Karate
Clay is capable of using Fish-Man Karate in combat. 87

- Fully mastered the technique by the time Carl prepared for the Tyr Kingdom campaign. 28
- The Shaolin Great Restoration Pill later made his circulating Golden Light more substantial and further improved its defensive power. 63
- Can form Golden Light bindings around an opponent's limbs and joints, although his restraints could only briefly hold Charlotte Linlin in her berserk state. 87

Clay has awakened a weak degree of Observation Haki. 60

- Oversees the initial settlement and fortress construction on Cake Island, where Fish-Man searches uncover seventeen Devil Fruits across Cake Island and its surrounding islands. 61 62
- Directs the expansion of the Dessert Sea, including island construction, salvage operations, searches for strategically important locations, and the deployment of Fish-Man personnel. 92 93
- Organizes Fish-Man forces into eight armies of 100,000 soldiers, while assigning further Fish-Men to factories, surveillance, island searches, and operations across the Four Blues. 188

- Arranges security for Vegapunk and the Cake Island research institute, including Fish-Man guard units and heightened surveillance of suspicious visitors. 109 199 279
- Verifies intelligence from infiltrator Ox concerning the World Government's Seastone procurement and carries out Carl's order to prevent the specified ores and Seastone from leaving the New World. 296
