Background
Luca was a Marine Headquarters commodore before being promoted and transferred to Dog Town as a branch rear admiral. His appointment followed the massacre of Colonel Yate and the entire Dog Town Marine Branch garrison; Marine Headquarters tasked him with uncovering the killer. On his first day, he visited the victims’ graves, poured out liquor in tribute, and vowed to deliver justice for the fallen Marines 7.
Despite devoting seven days to the case, Luca found no leads. During the investigation, he met pirate hunter Luo Ze when Luo Ze came to claim bounties for captured pirates. Luca recognized Luo Ze’s strength immediately and handled the unusually large bounty payment personally 7.

He values people over institutional reputation. Although Luca initially investigated Luo Ze as a possible suspect, he refused to judge him without hearing his explanation. Once he learned Colonel Yate had tried to kill Luo Ze, Luca concluded that Luo Ze had acted in self-defense and resolved to protect him despite the danger to his own career 36.
Luca is also capable of separating duty from personal respect. He repeatedly tried to recruit Luo Ze because he considered him a valuable talent, but accepted Luo Ze’s refusal without resentment and continued paying his bounties fairly 8 10.

Friendship and Suspicion
Luca pays Luo Ze’s rewards, invites him to join the Marines, and frequently drinks with him. After Killer’s corpse is found bearing the same sword wounds as Yate and Luo Ze submits Killer’s head for a bounty, Luca orders surveillance on Luo Ze 8 10 14.
The Truth About Yate
After investigators determine that Luo Ze killed Kashal using the same method as Yate’s killer, Luca secretly summons Luo Ze rather than arresting him. Luo Ze confesses, and Luca hears the circumstances of Yate’s attempted attack. Luca chooses to report the truth and protect Luo Ze, while Luo Ze decides that the Marine Government will conceal the truth and leaves for the Grand Line instead 36.
