History

Daimyo-Centered Era

For centuries, the Ninja World operates through a separation between nominal political authority and actual military strength. Daimyo inherit titles and wealth, while villages, clans, samurai, and hired ninja fight wars and enforce their rule. 13 63 103

The system endures partly because few people consider replacing rulers whose authority rests on bloodline rather than force. Smaller nations remain especially vulnerable to manipulation because their armed forces are limited and their rulers depend on titles for legitimacy. 13 14

Covert Consolidation

Feng exploits this structure by controlling daimyos through genjutsu, using their decrees to command guards, appoint officials, and annex territory while preserving the appearance of legitimate rule. 12 125

His forces gradually take control of numerous island and mainland countries while keeping their formal governments outwardly separate to avoid provoking the Five Great Nations. 68 71 272

Exposure of a New Power

By the time outside forces recognize the pattern, Feng’s organization has quietly absorbed or controlled large portions of the Southern Seas, Western Seas, the Land of Whirlpools, the Land of Wind, and other territories. 230 272

The resulting reforms—public security, construction, education, welfare, industry, and infrastructure—create a visible contrast between Feng’s territories and the stagnation of the older order. 272 277

Ninja Political Awakening

Feng’s destruction of powerful noble families spreads the message that status is meaningless without strength. His attacks demonstrate that nobles depend on ninja protection and cannot easily punish powerful shinobi who refuse to obey them. 282 283

Ōnoki and Iwagakure subsequently target hostile noble houses, encouraging other villages, wandering ninja, and smaller factions to challenge daimyo authority. 286 287

The Ninja World enters a revolutionary period as many shinobi begin asking why they should serve nobles who cannot protect themselves, while others remain loyal to the traditional belief that ninja are merely tools. 287
