Background
During the Horus Heresy, Guilliman, Lion El'Jonson, and Sanguinius believed Terra had fallen. The three secretly considered building a “Second Imperium” around Ultramar, Caliban, and Baal to preserve humanity; disagreements and the events of the Battle of Terra left the plan abandoned.
