Office and Succession

The Hokage seat is treated as essential to Konoha’s stability: after the Fourth Hokage’s death, choosing a successor was considered more urgent than reconstruction because the village needed leadership to stabilize morale 2.

History

Following Namikaze Minato’s death, Konoha’s leadership convened to choose a successor. Hyuga Hitoshi publicly nominated Uchiha Fugaku, citing the Uchiha clan’s military service, Fugaku’s strength, and his prestige; the village’s advisors instead enabled Sarutobi Hiruzen’s return as Third Hokage. 2 4

Hiruzen regarded the office as Konoha’s “spiritual totem” and sought to preserve its authority through ideological reform. He ordered revisions to Ninja School education to promote the Will of Fire, reverence for the Hokage, and the belief that future generations should aspire to the position. 24 25

Hiruzen’s restored administration was weakened by public criticism over the Nine-Tails Attack, his acknowledged failures of command, and the political fallout surrounding Danzō. Although he accepted primary responsibility for the incident’s security failures, he remained in office through the ensuing war. 32 34 35

After the Hyuga Clan’s departure and the Hamura Statue attack on Konoha, Fugaku and the Uchiha Clan earned public recognition by defending the village. Fugaku then challenged Hiruzen’s competence, proposed a competition for the Hokage position, and assumed authority as Acting Hokage. 104 107 114

Fugaku’s inauguration as Fifth Hokage was interrupted by the reanimated Tobirama Senju, who sought to impeach him. The confrontation exposed past abuses by Sarutobi and Danzō; Tobirama ultimately accepted Fugaku’s rule as Konoha’s best available outcome. 123 125 126
