History
Following Namikaze Minato’s death, Konoha’s leadership convened to choose a successor. Hyuga Hitoshi publicly nominated Uchiha Fugaku, citing the Uchiha clan’s military service, Fugaku’s strength, and his prestige; the village’s advisors instead enabled Sarutobi Hiruzen’s return as Third Hokage. 2 4
Hiruzen regarded the office as Konoha’s “spiritual totem” and sought to preserve its authority through ideological reform.
