Lestrade visits Li Wei at his villa in Delicate with a fraud investigation affecting Fog City and surrounding areas. Victims received letters from a supposed hidden royal exile promising a share of a fortune in return for advance payments. Police trace much of the money to Clot Territory and send an investigative team there.
