Background / History

Zeff’s childhood ambition was to become a hero. As a young admiral, he refused to kill captured pirates, instead arresting and imprisoning them. He recognized that poverty under the corrupt World Government sometimes drove people into piracy 13 14 18.

The murder of his wife and child by pirates shattered that ideal. Zeff submitted his resignation, but his superiors persuaded him to remain in the Navy. Retaining his admiral rank, he became an instructor at Navy Headquarters, training many prominent vice admirals and the three admirals. He did not demand that his students adopt his own interpretation of justice 13 14.

During a training voyage, pirates attacked his ship, leaving only two students alive and costing Zeff an arm. When the World Government subsequently appointed the pirate responsible to the Seven Warlords of the Sea, he abandoned his faith in both the government and the Navy. He founded the Neo Navy and began killing pirates without mercy 13.

His encounter with Luffy challenged his hatred by showing him that pirates could also embody goodness and hope. After fighting Luffy and then his former student Kizaru, Zeff was killed at seventy-four. These repeated reversals left him deeply uncertain about his ideals and his fitness to teach 13 14.

Appearance

• Build: A powerfully built, muscular older man whose physique attracts attention even in Konoha 13 31 40.

Personality

Zeff’s harshness is rooted in a damaged heroic ideal rather than simple cruelty. After his death, he initially refuses Naruto’s request for training because he doubts whether someone who failed to protect his students deserves to teach again. He eventually accepts after seeing in Naruto the promise of a hero who could change the world 14 18.

As an instructor, he is demanding and uncompromising. He wakes Naruto at 3:30 a.m., refuses to let him withdraw from training, and insists on being addressed as “teacher.” Nevertheless, his methods include careful attention to posture, nutrition, recovery, and long-term health—not merely endurance through pain 19 22 23 25.

He is protective without treating Naruto as helpless. He allows Naruto an opportunity to confront Mizuki, but tells the Third Hokage that his cooperation with Konoha depends on the village not harming Naruto. His concern also extends beyond his students: knowing that the impending Uchiha massacre would kill civilians and children, he urges Naruto to consider saving the clan 30 36 39.

Zeff accepts the revelation that he originated as an anime character without denying his own existence. By then, he already regards Naruto as the inheritor of his heroic dream and considers Naruto’s previously concealed secrets less important than that bond 35.

Armament Haki

Zeff uses Armament Haki to reinforce his body, attacks, and improvised tools. Its black coating visibly covers his skin and weapons 25 26 27 48.

• Shatters a wild boar’s tusks and kills it with a single punch 25.
