History

Fourth Kazekage candidacy

Pakura rose to prominence as one of Sunagakure’s leading young talents and competed with Rasa for the position of Fourth Kazekage. Although ambitious, she rejected his suggestion that they act against the village’s leadership. Instead, she proposed patrolling the eastern and western flanks to capture Sōkyū Hatake and earn military merit, while privately intending to let Rasa appear to lead their request 91.

During the selection process, Pakura argued that Sunagakure needed greater investment. Rasa offered increased gold-dust extraction and promised to reverse the village’s wartime fortunes, securing the Land of Wind daimyō’s appointment instead 143.

Pakura subsequently became an elder, but Rasa regarded his former rival as a threat. He restricted her authority and opportunities to earn military merit, gradually weakening her political position while still assigning her difficult work 224 226.

First battle with Sōkyū Hatake

Pakura encountered Sōkyū on the western battlefield and attacked him with Scorch Release. He proposed a wager: she would fail to capture him before an emergency signal recalled her. Their stakes involved the loser following the winner, though Pakura repeatedly insisted that she would not betray Sunagakure 94 95.

Their fight escalated from ranged ninjutsu to high-speed close combat. Recognizing Sōkyū’s potential as a future threat to her village, Pakura attempted to kill him with her strongest technique, Scorch Release: World-Ender. He survived, restrained her with lightning, and claimed victory when she left in response to the emergency assembly signal. Pakura disputed his claim that she had become his maid and returned to her duties 95 96 97.

Search for the missing Kazekage

Chiyo later sent Pakura to investigate the Kazekage’s disappearance. She found traces of gold dust and accepted help from Sōkyū, who was disguised as a Sunagakure Anbu operative. Concerned about spies and the danger of the investigation, she instructed the apparent subordinate to stay with her 135.

Their search led to a trapped cave, where Pakura destroyed poisoned needles, gas, and puppets before confronting Sasori. Discovering that he had made the Third Kazekage into a human puppet enraged her. She initially rejected Sōkyū’s assistance because she considered the matter Sunagakure’s responsibility 136 137.

Pakura drove Sasori and the still-unadapted human puppet back, but a masked Madara Uchiha intervened. His presence alone immobilized her; Sōkyū shielded her before Madara withdrew with Sasori 139 140.

Capture and expulsion

Pakura volunteered to lead a Sunagakure force toward Rōran during an operation to obtain its Hirenkyaku Shoes technology. She opposed treating the settlement like a target for banditry and explicitly forbade her troops from harming civilians 222 223.

Sōkyū intercepted the force and captured her. Recognizing that her troops could not defeat him, Pakura ordered them to withdraw. He then transported her to Rōran and argued that Rasa’s hostility left her little future in Sunagakure. Although she remained free to move around Rōran with her chakra unsealed, she resisted the suggestion that she abandon her village 224 225.

Rasa subsequently declared Pakura a rogue ninja over Chiyo’s objections. The decision removed a political rival and allowed Sunagakure to disavow responsibility for recovering her. News of the decision left Pakura listless and deeply shaken 227 228.

Pakura eventually accepted Sōkyū’s offer to remain in Rōran as its ninja instructor. Their relationship also became romantic, and she later explicitly identified him as her lover 229 292.

Search for Sōkyū

After Sōkyū disappeared, Pakura obtained a fragment of his Vivre Card from Mayuri Kurotsuchi. Its unchanged size indicated that his life force remained stable, while its direction led her northeast. Kakashi Hatake and Kaguya Ōtsutsuki joined her search toward the Land of Lightning 289.

The group infiltrated Kumogakure and found Sōkyū trapped amid the lightning surrounding the God Stone. Pakura argued that she should risk reaching him, while Kakashi insisted on going himself. Kaguya resolved their dispute by transporting the group directly to the summit 290 292 293.

Pakura’s Scorch Release failed to disrupt the lightning connected to Sōkyū. After he subdued the God Stone, she prepared to fight the Fourth Raikage, but withdrew through Kaguya’s spatial doorway when Sōkyū chose to face him alone 294 297 298.

Appointment as Fifth Kazekage

At the Five Kage Summit, Sōkyū announced that Pakura would replace Rasa as Sunagakure’s leader. Rasa protested, but Sōkyū killed him and seated Pakura as the Fifth Kazekage. The appointment fulfilled her original ambition, though its suddenness left her incredulous 311.

In her first summit vote, Pakura supported ending the villages’ conflicts so they could recover. Sōkyū then escorted her to Sunagakure and promised assistance with its administration. Chiyo accepted her accession under pressure, and the Land of Wind daimyō later completed the formal authorization ceremony 312 314 315.

Appearance

  • Hair: Green-and-orange in her initial description; a later passage describes it as yellow-green 91 135.
  • Eyes: Orange 91.
  • Build: Slender-waisted and proportionate; later described as petite 94 297.
  • Clothing: A tight-fitting ninja outfit and Sunagakure forehead protector during the missing-Kazekage investigation 135.
  • Kazekage insignia: Receives the Kazekage hat when Sōkyū presents her as the village’s new leader 313.

Personality

Pakura’s early loyalty to Sunagakure outweighs her political ambition. She refuses Rasa’s suggestion of action against the leadership, rejects the idea of betraying her village for a wager, and treats recovering the missing Kazekage as more important than settling her conflict with Sōkyū 91 95 137.

She is protective of both civilians and subordinates. Before entering Rōran, she forbids attacks on civilians and investigates suspicious circumstances personally. Once captured, she orders her troops to retreat rather than let them die fighting an opponent they cannot defeat 222 223 224.

Proud of her ability, Pakura nevertheless reassesses opponents when confronted with unfamiliar techniques. Sōkyū’s talent turns her initial confidence into concern for Sunagakure’s future, prompting her to take their battle seriously. Her caution is also well established: her deputy defends her instincts as consistently accurate 95 96 222.

After her expulsion, Pakura’s loyalty increasingly centers on Sōkyū. As Kazekage, she works exhaustively to prove her usefulness to him and places near-unquestioning trust in his solutions. Her willingness to subordinate Sunagakure’s autonomy to Rōran creates a sharp divide between her and elders concerned about the village’s independence 316 317 318 319.

Abilities & Skills

Scorch Release

Pakura’s signature ninjutsu combines wind- and fire-nature chakra to generate intensely destructive heat. Its lethal applications can evaporate moisture inside an opponent’s body, leaving the victim mummified 94.

  • Creates controllable spheres whose size and number can be adjusted 94.
  • Combines spheres with close combat or gathers them into wide-area attacks 94.
  • Produces enough heat to wither vegetation and evaporate lake water 95.
  • Burns through poisoned projectiles, poison gas, and cave obstacles 136.
  • Can be penetrated by sufficiently concentrated attacks: some of Sōkyū’s lightning bullets pierced her techniques, although she deflected the weakened rounds that reached her 95.
  • Could not disrupt the God Stone’s lightning connection to Sōkyū 294.
Technique Documented Use
Extremely Steaming Murder Opens her first attack on Sōkyū, reducing his former position to rubble after he evades 94.
Blazing Hell Used during her opening barrage against Sōkyū 95.
Scorching Flame Ball Used alongside Blazing Hell in the same barrage 95.
Twin Steam Murder Meets Sōkyū’s Thunder King Wind Scar in a temporary stalemate 95.
Scorching Flame Blade Forms a double-edged blade for a close-range strike at Sōkyū’s neck 96.
World-Ender Her strongest technique at the time; Pakura believes even Chiyo or Rasa would not dare take it head-on 96.
Steam-Kill Explosion Releases heat around her body and forces Sōkyū to retreat from close contact 97.
Scorching Flame Wall Incinerates poisoned needles and poison gas inside Sasori’s hideout 136.
Scorching Flame Combines with Pikachu’s Thunderbolt to overwhelm the Third Kazekage puppet’s attack 139.

Speed and Close Combat

Pakura supplements her wide-area ninjutsu with rapid movement and direct physical attacks 96 140.

  • Closes the distance to Sōkyū almost instantly and fights him at high speed 96.
  • Uses a Scorch Release blade against his sword in close combat 96.
  • Lands a punch that sends Sasori flying and pressures the incompletely adapted Kazekage puppet 140.
  • Uses the Body Flicker Technique to reach Sōkyū during the God Stone rescue 294.

Perception and Battlefield Judgment

Pakura detects observation and suspicious activity without any named sensory technique being specified 135 222.

  • Notices Sōkyū watching her during the Kazekage investigation and immediately readies a kunai 135.
  • Detects Uchiha Fugaku as soon as he appears during her first visit to Konoha 244.
  • Recognizes the futility of having her troops fight Sōkyū and orders their withdrawal 224.

Teaching and Administration

Pakura trains Maki into an accomplished ninja and later becomes Rōran’s ninja instructor 227 229.

  • Streamlines Sunagakure’s administration and redirects savings toward public welfare and basic defenses 316.
  • Reorganizes mission commissions to attract more valuable work 316.
  • Implements Rōran-funded reforms with little wasted aid, earning recognition for her resource management and policy execution 319.

Leadership of Sunagakure

Financial Crisis and Reform

Upon taking office, Pakura discovers that Sunagakure’s finances are near collapse. Its debts threaten shinobi cohesion, equipment replacement, medical supplies, and even maintenance of the defensive barrier 315.

Measure Purpose or Result
Administrative cuts Abolishes redundant departments created under Rasa and redirects the savings to urgent needs 316.
Mission-system reform Simplifies commission procedures to attract higher-value missions 316.
Resource exploration Sends Chiyo’s team to seek alternatives to gold dust, including herbs and ores 316.
Rōran agreements Accepts financial and technological support despite objections to their market and academy provisions 317.
Debt repayment Rōran’s funds immediately clear Sunagakure’s loan-shark debts 317.
Industrial and agricultural development Rōran technology enables deep-mineral extraction, early desert agriculture, and specialty exports 318.

Dependence on Rōran

  • Within two years, Sunagakure’s former fiscal deficits are eliminated, but more than 70% of its import and export trade involves Rōran 318.
  • Rōran experts design the Ninja Academy’s core curriculum, and Sunagakure’s defensive barrier connects directly to Rōran’s early-warning network 318.
  • Pakura welcomes this integration as the source of the village’s prosperity rather than treating it as a threat to independence 318.
  • Ordinary residents and most shinobi support the material improvements, while Ebizo and other elders resent her loyalty to Sōkyū. Pakura decisively suppresses several instances of dissent 319.
  • She later joins the other Kage in accepting deep blue nexus 2.0 and the Rōran Accords, despite recognizing Rōran’s coercive leverage 325.
