Government and Political Structure

The empire is a hereditary monarchy headed by Emperor Xue Ye. As his health worsens, he delegates an increasing share of imperial authority and duties to Crown Prince Xue Qinghe. Prince Xue Xing is also dispatched to manage rebellions and maintain support among local powers 48 165.

Heaven Dou's central authority is weak and dependent on the individual capability of its ruler. Over centuries, local families, noble houses, sects, and principalities have steadily eroded the empire's ability to mobilize resources and enforce policy 117.

During the northeastern crisis, Xue Qinghe rapidly assembles military protection and seeks assistance from Ning Fengzhi and Chen Ming. With the Crown Prince's approval, Chen Ming directly deploys troops and assigns duties across the affected region, drawing on imperial authority to overcome local resistance and administrative delays 167 168.

The successful northeastern campaign further raises Xue Qinghe's prestige. By this point, the Crown Prince can wrest some authority from Xue Ye, and some within the empire support an immediate accession, although several factions remain outside the Crown Prince's control 241.

Following Tang Hao's attack on Chen Ming at Heaven Dou Royal Academy, Xue Ye treats the incident as an affront to imperial authority as well as an attack on an imperial duke and the Crown Prince's study companion. He gives Chen Ming an authorization bearing the imperial seal and places the empire's armies at his disposal for the response. His decision reflects the importance of protecting Chen Ming and retaining Martial Soul Hall's support, even at the risk of provoking the Clear Sky Sect 326.

• Powerful soul master sects and martial soul lineages reside within the empire but are not necessarily subordinate to it. Few are willing to join the military directly 26 117.
• The empire grants hereditary noble titles and land in exchange for major contributions. A level 40 Soul Ancestor entering imperial service would ordinarily receive only a nominal barony without territory 26.

Although a territorial lord can compel his subjects to perform construction work, Chen Ming initially chooses to pay laborers, using accumulated territorial tax revenue and his institutional connections to finance the project 130 131.

• The Spinning Jenny increases spinning efficiency sixteenfold over traditional methods. With dyeing and tailoring added to production, Holy Soul City's wool garments sell for roughly one-third to one-quarter of the usual price 247.

Heaven Dou Royal Academy maintains approximately five hundred students and fifty teachers. Most students cultivate in separate grounds along the mountain rather than gathering in one place 22.

The academy later admits Long Na'er, a student associated with the Dark Holy Dragon sect. Her talent and victories over other students draw considerable attention, and she is regarded as second only to Chen Ming among the academy's geniuses 204.

Tang Hao's attack on Chen Ming takes place at the royal academy. The Education Committee members hurry toward the confrontation, but the force of Tang Hao's attack threatens them even from a distance. After surviving the encounter, Chen Ming concludes that his cave residence is no longer safe, empties it, and leaves after notifying the committee 319 320 321 325.

The Five Elemental Academies later cooperate with Chen Ming's research. He offers each academy ten Small Soul Ascension Pills and five Large Soul Ascension Pills, and they supply students as experimental participants alongside royal academy students and Martial Soul Hall personnel. His investigations include soul power, bloodlines, combat arts, self-created soul skills, and mental abilities 330 331.

Imperial Treasury

The Vast Sea Cosmic Shroud is a treasured Soul Tool traditionally kept deep within the royal treasury, with only successive emperors authorized to dispose of it. Imperial legend credits the founding emperor's rise partly to gaining its recognition, which enhanced his cultivation, talent, and Martial Soul. Almost no one after him succeeds in obtaining that recognition, including Xue Qinghe 241.

The Shroud possesses four abilities described as no weaker than Ten-Thousand-Year Spirit Skills. It eventually passes to Chen Ming, who gains its recognition, studies its technological contents, and uses it to contact the Sea God's divine sense 241 244 245 270.

Military

The empire has considerable manpower but struggles to convert it into unified military strength. Its decentralized political structure leaves elite soul masters and major lineages outside direct imperial control 117 166.

• Chen Ming presents the Bed Crossbow and Hand Crossbow to Emperor Xue Ye, and Grand Marshal Ge Long recognizes their military value 26.
• Heaven Dou's military infrastructure in the northeast suffers from falsified troop numbers, inadequate equipment, neglected roads, and decaying defensive works 165.
• The empire can mobilize middle- and lower-level soul masters in large numbers and may hire leading experts from major sects when the offered price is sufficient 166.
• Numerical superiority can threaten even powerful Spirit Beasts, though the state must first overcome its failures of command, logistics, and internal stability 166.

Relationship with Martial Soul Hall

Martial Soul Hall is an independent religious power whose influence extends throughout Heaven Dou through its branches, soul master records, and high-ranking personnel 2 21.

Martial Soul Hall has secretly supported and mediated for Heaven Dou because the empire's weakness prevents the Star Luo Empire from unifying the continent. A unified Star Luo state could eventually constrain Martial Soul Hall itself 117.

This arrangement remains inherently unstable: imperial authority and Martial Soul Hall's divine authority are portrayed as competing powers, since whichever force rules the continent would stand opposed to the other 117.

The Crown Prince's position makes that tension particularly acute: Xue Qinghe is secretly Qian Renxue, who seeks control of Heaven Dou's throne on Martial Soul Hall's behalf 48 117.

Chen Ming serves as an important connection between the two powers. His Honorary Elder title does not itself require allegiance to Martial Soul Hall, and he is initially described as remaining on Heaven Dou's side despite his substantial authority within the religious organization 114.

Chen Ming eventually confirms privately to Qian Daoliu that he has seen through Qian Renxue's disguise using his unusual Spiritual Power. Qian Renxue nevertheless continues to believe that he knows her only as Xue Qinghe when he reports Tang Hao's death; the disclosure does not amount to public exposure of the infiltration 295 326.

After Tang Hao attacks Chen Ming, Xue Ye chooses to preserve the alliance with Martial Soul Hall rather than avoid confrontation with the Clear Sky Sect. Chen Ming also uses the Hall's capital branch to distribute letters seeking public condemnation of the sect, with Platinum Bishop Salas obeying his instructions 325 326.

Relations

• Star Luo Empire — Heaven Dou's principal rival. Star Luo possesses stronger centralization, greater mobilization capacity, and has repeatedly obtained Heaven Dou military and medical materials through leaks 52 117.
• Martial Soul Hall — A nominally separate religious institution that secretly supports Heaven Dou as a counterweight to Star Luo, while also pursuing its own interests within the imperial court 117. Xue Ye later explicitly prioritizes maintaining this alliance when authorizing action against the Clear Sky Sect's interests in the capital 326.
• Seven Treasure Glazed Tile Sect — An influential Heaven Dou sect with extensive commercial networks and enough economic power to affect the already unstable imperial authority 120. Crown Prince Xue Qinghe seeks Ning Fengzhi's support during the northeastern emergency 167. The sect also supplies personnel, iron ore, and rare metals for Chen Ming's territorial and industrial development 130 247.
• Chen Ming — A Heaven Dou-born genius rewarded with a viscountcy and later a duchy for his inventions and accomplishments. The imperial family seeks his support while relying on his prestige and capabilities; during the northeastern crisis, he helps direct troop deployment, reconstruction, and the recovery of survivors 26 89 115 168 182. He later acquires the long-held imperial treasure known as the Vast Sea Cosmic Shroud and uses royal tribute privileges to promote goods produced in his industrial territory 241 244 249. After Tang Hao's attack, Xue Ye recognizes the political significance of Chen Ming's standing and gives him authority to command imperial forces 326.
• Qian Renxue / Xue Qinghe — Qian Renxue operates within the empire under the identity of Crown Prince Xue Qinghe, seeking eventual control of the throne while handling the empire's worsening crises. She mobilizes an imperial force and personally accompanies Chen Ming to the northeast 48 117 165 167. Success there substantially strengthens her standing at court 241. • Shrek Academy — The academy's acceptance of students bearing the Star Luo imperial family's White Tiger and Hell Spirit Cat Martial Souls exposes it to suspicion of Star Luo connections within Heaven Dou territory 203. Tang Xiao later takes responsibility for its tournament team and seeks an established advanced academy's qualification, ultimately targeting Blue Tyrant Academy in the capital 331 348.
• Clear Sky Sect — Its relations with the imperial court deteriorate after Tang Hao openly attacks Chen Ming at the royal academy. Decline and Northeastern Crisis

The empire's long-term decline becomes most visible in its northeastern territories. Human expansion had displaced Spirit Beasts, redirected rivers, and converted their habitat into farmland and medicinal-growing land; the gradual weakening of local administration then left those gains exposed 165.

In half a month, Spirit Beasts seize nearly one-third of the northeast, kill large numbers of people, demolish dams and water-control works, and trigger flooding across the remaining territory 165.

The invasion exposes deeper structural failures:

• Local corruption, falsified military rolls, tax fraud, and poor land distribution weaken the imperial response 165.
• Roads, irrigation channels, weirs, dams, and defensive facilities have been neglected for years 165.
• Nobles and merchants hoard essential supplies and speculate during the disaster 165.
• Rebellious forces, foreign agitators, and nobles with royal blood seek to turn the northeastern region into an independent duchy or kingdom 165.
• Emperor Xue Ye shifts overwhelming responsibility to Crown Prince Xue Qinghe, who seeks Chen Ming's assistance in stabilizing the region 165 166.

Chen Ming identifies the empire's internal divisions, rather than the Spirit Beasts alone, as the central obstacle to recovery. His proposed response combines price stabilization and suppression of profiteering through Ning Fengzhi's commercial influence, pressure on aristocratic families to cooperate, and coordinated deployment of soul masters and imperial troops 166.

The initial beast tide is ultimately less destructive than a war of extermination. The Sacred Illusion Demon Ape primarily aims to drive humans away and destroy the infrastructure underpinning human expansion, while mountain passes prevent the Spirit Beasts from penetrating deeply into the imperial heartland 182.

As imperial roads reopen, the state reoccupies damaged territory, gathers displaced people into large settlements, restores production, and gradually reclaims farmland. Although the northeast suffers major losses and requires a prolonged recovery, the empire's remaining foundations prevent the crisis from immediately crippling the state 182.

Conflict with the Clear Sky Sect

Tang Hao travels to Heaven Dou City intending to kill Chen Ming, seize Xiao Wu's Spirit Bone, and demonstrate his own return and the Clear Sky Sect's strength. He openly announces his attack outside Chen Ming's training ground at Heaven Dou Royal Academy. Their ensuing confrontation affects much of the academy mountain, alarms the Education Committee, and produces disturbances perceptible even to ordinary people below 319 320 321.

After Tang Hao is killed, Chen Ming leaves his academy residence and mobilizes his network of allies. He offers the Clear Sky Sect's Nine Absolute Techniques and Great Sumeru Hammer secrets to powers willing to publicly condemn it, then directs Salas to circulate the letters through Martial Soul Hall's channels 325 326.

Qian Renxue brings Chen Ming before Xue Ye, who considers the attack a direct challenge to the empire's sovereignty. The emperor authorizes Chen Ming to command imperial armies. Chen Ming orders the Moonlight Pavilion surrounded, its subsidiary businesses sealed, and its commercial operations shut down. Imperial Guards demand surrender while declaring Tang Hao a fugitive and traitor 326.

Tang Yuehua is subsequently held in Death Prison. Although several former admirers attempt to free her at the cost of their lives, the Clear Sky Sect does not intervene. Tang Xiao wants to rescue his sister but fears that leaving the sect will provide Martial Soul Hall with an opportunity to attack 329.

The broader dispute also affects institutions within Heaven Dou. The Blue Lightning Tyrant Dragon Clan, Seven Treasure Glazed Tile Sect, and other major sects publicly condemn the Clear Sky Sect and call for a new selection of the Seven Great Sects. Later, while organizing Shrek's tournament team, Tang Xiao infiltrates Blue Tyrant Academy in Heaven Dou City and threatens teachers as part of his plan to seize its tournament qualification 329 348.
