The empire is a hereditary monarchy headed by Emperor Xue Ye. As his health worsens, he delegates an increasing share of imperial authority and duties to Crown Prince Xue Qinghe. Prince Xue Xing is also dispatched to manage rebellions and maintain support among local powers 48 165.

Heaven Dou's central authority is weak and dependent on the individual capability of its ruler. Over centuries, local families, noble houses, sects, and principalities have steadily eroded the empire's ability to mobilize resources and enforce policy 117.

• Powerful soul master sects and martial soul lineages reside within the empire but are not necessarily subordinate to it. Few are willing to join the military directly 26 117.
• The empire grants hereditary noble titles and land in exchange for major contributions. A level 40 Soul Ancestor entering imperial service would ordinarily receive only a nominal barony without territory 26.

Relationship with Martial Soul Hall

Martial Soul Hall is an independent religious power whose influence extends throughout Heaven Dou through its branches, soul master records, and high-ranking personnel 2 21.

Martial Soul Hall has secretly supported and mediated for Heaven Dou because the empire's weakness prevents the Star Luo Empire from unifying the continent. A unified Star Luo state could eventually constrain Martial Soul Hall itself 117.

This arrangement remains inherently unstable: imperial authority and Martial Soul Hall's divine authority are portrayed as competing powers, since whichever force rules the continent would stand opposed to the other 117.

• Star Luo Empire — Heaven Dou's principal rival. Star Luo possesses stronger centralization, greater mobilization capacity, and has repeatedly obtained Heaven Dou military and medical materials through leaks 52 117.

Decline and Northeastern Crisis

The empire's long-term decline becomes most visible in its northeastern territories. Human expansion had displaced Spirit Beasts, redirected rivers, and converted their habitat into farmland and medicinal-growing land; the gradual weakening of local administration then left those gains exposed 165.

In half a month, Spirit Beasts seize nearly one-third of the northeast, kill large numbers of people, demolish dams and water-control works, and trigger flooding across the remaining territory 165.

The invasion exposes deeper structural failures:

• Local corruption, falsified military rolls, tax fraud, and poor land distribution weaken the imperial response 165.
• Roads, irrigation channels, weirs, dams, and defensive facilities have been neglected for years 165.
• Nobles and merchants hoard essential supplies and speculate during the disaster 165.
