The Celestial Dragons are the descendants of the twenty kings who founded the World Government roughly eight hundred years ago. According to Robin’s account, their ancestors joined Imu in overthrowing the Great Kingdom before establishing the present world order. The Poneglyphs were left behind by the defeated kingdom and allegedly record both ancient weapons and the methods used in that overthrow. 42 43

Three Celestial Dragons—Rosward, Charlos, and Shalria—walked through Sabaody’s civilian district while civilians knelt along the street; several civilians had already been shot dead. The group discussed possession of a Fish-Man being used for their amusement. 83
