Background / History

The Celestial Dragons are the descendants of the twenty kings who founded the World Government roughly eight hundred years ago. According to Robin’s account, their ancestors joined Imu in overthrowing the Great Kingdom before establishing the present world order. The Poneglyphs were left behind by the defeated kingdom and allegedly record both ancient weapons and the methods used in that overthrow. 42 43

They regard themselves as the world’s noblest people, repeatedly calling themselves descendants of gods or creators. Their authority is central to the World Government’s system: CP0 exists to preserve World Noble rule, while the Five Elders view challenges to that rule as threats requiring suppression. 41 91 92

Sabaody Archipelago Incident

Three Celestial Dragons—Rosward, Charlos, and Shalria—walked through Sabaody’s civilian district while civilians knelt along the street; several civilians had already been shot dead. The group discussed possession of a Fish-Man being used for their amusement. 83

When Rosward demanded that Rody kneel, Charlos instead ordered his guards to capture him as a slave. Rody severed Charlos’s arm, then used Earth Bind to restrain the Celestial Dragons and their guards with living roots and trees. 83

Rody broadcast the incident worldwide through Transponder Snails, publicly torturing the captives and declaring his intent to kill Celestial Dragons before the entire world. Rosward and Charlos were killed during the broadcast, while Shalria was retained as a hostage. 84 85

The attack prompted Marine Headquarters to dispatch Admiral Kizaru. Rody placed a bomb in Shalria’s mouth and sent her three thousand meters into the air, threatening detonation if anyone approached her. 85 86

The broadcast shattered the image of Celestial Dragon invulnerability for many viewers. Oppressed people and pirates across the world responded by setting out to join Rody, hoping to retaliate against the World Nobles under his protection. 84 88 98

Later Captures

• Rody’s group infiltrated Impel Down and captured Sally and two other identified Celestial Dragons, Domino and Bullet, after defeating God’s Knights and killing Garling. 130
• Heaven Kingdom forces led by Lü Bu seized Gran Tesoro, where seven Celestial Dragons were reported to have been captured. 138
• Admiral candidates Gion and Tokikake later withdrew rather than attempt a rescue, as they lacked a means to recover the Celestial Dragons without confronting Godslayer’s forces. 141
