Background / History

The Heavenly Emperor rules the Heavenly Court but does not claim to have created its Heavenly Laws. He explains that the laws manifested when the Heavenly Court was founded, then became ineffective decorations for years because violations drew no punishment. After acquiring an ancient Dragon Clan relic, he unlocks a trace of Heaven’s secret when the laws are enforced once more. 507

He conceals the return of Heaven’s influence from the wider court, believing the Heavenly Court to be unstable and surrounded by hostile forces from the Demon Race, Immortal Court, and Divine Court. His objective is to probe Heaven’s secrets, seize its power, and expose every hidden opponent once the Heavenly Court is fully under his control. 508

When the Eastern Sea is unified and pays tribute, he gains a trace of direct control over it. He concludes that a region must be completely unified, steadily developed, and loyal to the Heavenly Court for Heaven’s power to become fully available to him. 512

He rewards Jiang Changkong for enforcing the Heavenly Laws because Jiang’s actions allow him to glimpse Heaven’s secrets. During Eastern Emperor Changyue’s assault on the Heavenly Court, the Heavenly Emperor personally confronts him at the Southern Heavenly Gate. He is pragmatic in rewarding useful servants, backing Jiang Changkong’s law enforcement despite internal opposition because it advances his own understanding of Heaven.
